We are seeking a Senior Employee Relations/Labor Relations (ER/LR) Specialist with a background in federal ER/LR and/or supporting a federal government agency in an ER/LR capacity to join our team! You will be responsible for providing ER/LR support to an agency onsite in Washington, DC and at R3 Headquarters in Arlington, VA.
Responsibilities:
Serves as a primary subject matter expert on all matters related to Employee Relations/Labor Relations and provides management advisory services in coaching, counseling, recognizing top performers, and in taking appropriate disciplinary and performance-based actions.
Independently advises organizations on the how to effectively use employee appraisal and awards programs. Independently advises management regarding mandatory requirements such as employee performance plan issuance, quarterly reviews, and final performance reviews.
Provides principal point of contact on labor-management relations matters of overall concern to established bargaining units.
Develops written policies and guidelines for use by management in carrying out their personnel management responsibilities
Independently advises managers about appropriate disciplinary or other corrective techniques to respond to a range of conduct and performance problems. Explains rules and procedures to employees as appropriate to help them understand their rights and obligations.
Conducts studies to develop management interests and respond to union interests at the bargaining table which typically have a significant impact on production, involve large numbers of employees, involve several interrelated issues, and/or are potentially of considerable cost to the customer organization if unresolved.
Researches fact, legal precedents, and defines legal and factual parameters/issues of cases.
Represents management before third parties in quasi-judicial boards. Advises management on application of negotiated agreement provisions. Helps to formulate resolution of grievances following applicable provisions of negotiated agreements.
Communicates agency-wide labor relations policies and procedures to management and staff of the local organization or organizational segments serviced and relates existing precedents to the specific issue in justifying management’s views
Initiates, codes and processes Employee Relations related personnel actions and ensures submission to payroll offices is correct and accurate. Coordinates with appropriate offices and/or personnel as needed.
Composes letters or summaries relating to a variety of employee relations, performance management, and compensation matters.
Qualifications:
- 5-7 years of experience performing Federal Employee Relations/Labor Relations work
- Excellent written and verbal communication skills
- Strong organizational skills
- Strong attention to detail
