Position summary:The Facility Project Manager (FPM) must be an experienced building systems professional who possesses working knowledge in the management of facility evaluation, maintenance or repair projects for complex buildings and systems, primarily in support of HVAC and building automation systems (BAS).The individual will serve as the owners representative and work closely with the owners staff.The day-to-day activities of the FPM will be varied, depending upon the specific asset management program needs that will be developed in concert with the owner.

Essential functions and responsibilities

  • Field troubleshooting of HVAC and BAS systems operations and failures and the development of system specific asset repair and maintenance plans to address the failures. This activity may require coordination with manufacturers equipment technician, engineers and other owner technical staff, requiring strong communication and organizational skills.
  • Management and oversight of facility commissioning, retro-commissioning, re-commissioning, and TAB services which are performed by certified commissioning agents working as consultants and/or contractors to the MDOT-SHA.
  • Coordination and oversight associated with the technical quality control monitoring of contractors performing repair and component replacement work related to HVAC and BAS. The intent is to validate that the work performed is in accordance with the scope of work for repair and maintenance.
  • Asset management projects including indoor air quality assessments, operations and maintenance (O&M) evaluations of systems which are not functioning properly, and development of standard operating procedures (SOP) in support of developing proper procedures to be followed by the owners staff.
  • Support for facility asset inventory and condition assessment initiatives ongoing by the owner in preparation of preventative maintenance/asset management plans.
  • Management and oversight associated with the development of technical training programs related to the management, operation and maintenance of assets including, but not limited to, HVAC equipment and control systems, standby generators, and vehicle lifts. The trainingwill be geared for the owners staff in MDOT SHA Districts and Offices.

Required Skills

Required Experience

  • Bachelors degree in engineering, construction management, architectural or a related field from an accredited engineering, construction management or architectural program, or 12 years of relevant approved experience.
  • 5+ years experience in a construction related discipline

Preferred Experience

  • Professional Engineer License
  • Commissioning Authority Certification
  • CCM or PMP certificate
  • LEED AP
  • OSHA Certifications
  • Experience working with city, county state or federal governmental agencies
  • Project management and business development experience
  • Experience with various project delivery methods i.e. Design-Bid-Build, Design-Build, P3
  • Experience managing multidiscipline project teams

Working Conditions

Work is performed in both an office and field (construction) environment.Office to field time is approximately 25% to 75% respectively. Field work requires climbing, walking and standing at a construction site and may be outside in heat/cold, wet/humid, and dry/arid conditions. Some lifting (up to 50 lbs) may be required.
