The Federal Financial Compliance Manager will have primary responsibility for the policies, procedures, documentation, and internal controls necessary to maintain compliance with all applicable federal guidelines, federal grant terms and conditions, and other applicable regulations. The Federal Financial Compliance Manager will apply knowledge of federal compliance requirements and sound business judgement to implement and maintain accounting and business systems, reporting procedures, and financial tracking methodologies to ensure compliance with all federal, state and other applicable regulations. The Federal Financial Compliance Manager will work closely with the finance team on all fiscal areas of federal programs, as well as with the legal and program staff of MTC and our funders on general federal funding matters.

MassTech operates on a hybrid work schedule, and following successful on-site training, youll be working from home up to 3 days per week.

RESPONSIBILITIES

  • Document and fully understand all federal requirements and guidelines applicable to MTC, primarily 2 CFR Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.
  • Review, understand, and monitor awarded federal grants, contracts, and cooperative agreements, including proposals, budgets, special award terms and conditions, and related amendments.
  • Review and assess fiscal considerations around federal funding opportunities and announcements of interest to MassTechs divisions and coordinate with the legal team on compliance matters
  • Coordinate with program staff on developing federal proposals and lead efforts to develop project budgets and prepare federally required budget submission documents.
  • Oversee the drawdown of funds for the federal awards through the applicable payments systems and in accordance with applicable funding restrictions and ensure appropriate filing of all supporting documentation.
  • Oversee and coordinate financial federal reporting data elements and assist as needed with programmatic reporting data. Ensure the submission of all reports via appropriate reporting procedures and systems for each agreement in an accurate and timely manner.
  • Recommend improvements to and assist with implementing accounting structure, reporting formats, filing systems, and grant tracking mechanisms for expenditures of federal funds and any associated program income and matching funds.
  • Assist with the review of accounts payable invoices against federally funded programs for compliance with contract and federal grant terms and conditions.
  • Monitor monthly financial results and compare them with corporate and federal program budgets and business objectives.
  • Lead the sub-recipient monitoring compliance program to meet all federal requirements and recommend and implement improvements for ongoing compliance monitoring.
  • Communicate monthly fiscal results and variance to budget analysis to program managers for federally funded activities and address any variance in accordance with federal requirements.
  • Lead the efforts to improve practices, policies, forms, and templates for all federal activities beginning at review of funding announcements, proposal and budget preparation and submission, and post-award activities.
  • Lead the effort for tracking and recording in-kind matching and monitoring all other federal matching requirements.
  • Perform training for financial and programmatic staff on federal financial requirements, and new or revised policies and procedures implemented to ensure understanding and compliance.
  • Review federal expenditure analyses periodically to ensure allowability and compliance with all federal regulations, grant awards, and budgets.
  • In cooperation with the program divisions, monitor federal proposal budgets, prepare budget revisions and coordinate with federal grants management office for all federal budget modification requirements.
  • Recommend improvements to grant management practices as it relates to more effective fiscal management, and compliance with federal funding requirements;
  • Participate in coordinating materials and documentation for the Corporate Annual Audits, Single Audits, and State Audits.
  • Perform additional tasks as may be assigned from time to time by the Controller or Chief Financial Officer.

Requirements

1. Education

  • Bachelors degree from an accredited college or university in Accounting, Finance, or a related field required

2. Experience

  • Five years experience with federal compliance and monitoring and general accounting responsibilities

3. Knowledge, Skills and Abilities

  • Excellent interpersonal, communication and presentation skills
  • Excellent analytical, mathematical and quantitative skills
  • Excellent PC skills and knowledge of PC applications, e.g., Excel, Word, databases, E-mail, Internet and accounting software applications
  • Demonstrated knowledge of the Code of Federal Regulations Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (2CFR200)
  • Demonstrated knowledge of Governmental Accounting Standards Board (GASB) accounting standards and Massachusetts statutes relative to accounting for public instrumentalities
  • Demonstrated ability to develop and analyze budget variances
  • Knowledge of internal auditing practices
  • Demonstrated ability to define and document business problems and develop solutions
  • Demonstrated ability to manage multiple priorities effectively
