Financial Coordinator - Operational Location: US-NM-Santa Fe Email this job to a friend

$22.40 - $35.84 Hourly $46,591 - $74,545 Annually This position is a Pay Band 65 This posting may be used to fill multiple vacancies. THIS POSTING WILL BE USED FOR ONGOING RECRUITMENT AND MAY CLOSE AT ANY TIME. APPLICANT LISTS MAY BE SCREENED MORE THAN ONCE. The Financial Coordinator - Operational will: - Provide administrative oversight of the Child Support Enforcement Division's (CSED) fiscal activity;
- Conduct analysis and serve as the specialist in the evaluation of CSED fiscal activity;
- Ensure that the CSED program has accounting methods and procedures in place and the internal framework to safeguard financial appropriations;
- Assist the Financial Coordinator - Supervisor with providing financial reports and budget analysis and projections;
- Monitor contracts and ensure deliverables are met;
- Provide fiscal activity functions for the Division.
The Financial Coordinator - Operational is responsible for: - Analyzing and conducting ongoing assessments of CSED Fiscal Matters;
- Auditing requests for payment, reviewing progress reports and processing payments in The Statewide Human Resources Accounting & Reporting System (SHARE);
- Establishing purchase requests and submitting pay request packages to The Administrative Services Division (ASD) for final processing;
- Working with ASD to assure that the financials are completed in a timely manner and in compliance with The Department of Finance Administration (DFA) timelines and regulations;
- Conducting analysis of CSED revenue and expenditures on a monthly basis;
- Submitting analysis and findings to the CSED Deputy and Division Directors for review;
- CSED procurement of goods and services and coordinating the activities with the ASD Procurement Unit;
- Assisting with contract processing and the procurement of goods and services for the Division in accordance with statutory regulations, policies and procedures;
- Coordinating the contracting process by reviewing, preparing and processing contract documents during the drafting, evaluation, negotiation and execution phases;
- Providing guidance on contract matters to program managers or other operational staff;
- Maintaining updated copies of all CSED contracts and price agreements;
- Monitoring the expiration dates of contracts and price agreements for appropriate action;
- Providing fiscal activity functions and SHARE financial reports for the division;
- Reviewing financial reports in order to make recommendations of cash management strategies to avoid reversion of funds;
- Assisting with budget projections and the preparation of future year operating budget submissions;
- Collaborating with CSED management and attorneys on budgetary needs;
- Assisting with budget projections on a monthly basis.
- The staff of the Child Support Enforcement Division (CSED);
- The Human Services Department (HSD);
- Other state and federal agencies;
- The families of New Mexico.
The Ideal Candidate has: - The ability to prioritize duties to ensure that services are provided to all field offices in a timely manner;
- The skill necessary to monitor the expiration of contracts to avoid any loss in services;
- Organizational & multi-tasking skills;
- The ability to meet deadlines and create work products as required;
- The ability to work collaboratively with Department staff, attorneys and contractors statewide to ensure needs are being met and thus maintaining a stable budget.
Bachelor's degree in Finance, Accounting, Economics, or Business Administration and two (2) years of directly related experience in budgeting, accounting and/or auditing. These combinations of education and experience qualify you for the position: Education Experience Education Experience 1 High School Diploma or Equivalent AND 6 years of experience OR High School Diploma or Equivalent AND 6 years of experience 2 Associate's degree in the field(s) specified in the minimum qualification AND 4 years of experience Associate's degree or higher in any field AND 6 years of experience 3 Bachelor's degree in the field(s) specified in the minimum qualification AND 2 years of experience 4 Master's degree or higher in the field(s) specified in the minimum qualification AND 0 years of experience - Education and years of experience must be related to the purpose of the position.

Employment is subject to a pre-employment criminal history background investigation and is conditional pending results. Must possess and maintain a valid Driver's License. Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage.
