Job Title: Fire Chief

Category: Full Time, Exempt

Base Salary: $140,000-$160,000 DOQ

Summary: Under the direction and supervision of the City Manager, the Fire-Rescue Chief is responsible for overseeing the operations and activities of the Marathon Fire-Rescue and Emergency Management Department. These responsibilities include the overall coordination and administration of all fire-rescue activities.

Essential Duties and Responsibilities:

Responsible for the development and management of the budget for the fire rescue service. Oversees the fire-rescue force, including the development and implementation of appropriate training programs. May respond to fire alarms and other emergency calls. Contains, suppresses, and extinguishes fires; rescues potential victims and protects property. May operate firefighting and EMS apparatus and equipment, including ambulances and other vehicles. May administer emergency medical techniques (Basic Life Support or Advanced Life Support) in accordance with department protocols. Assists the Paramedic Firefighter as required or as defined and authorized by the EMS Medical Director and/or on-line physician control and in accordance with Florida law. Coordinates, determines, supervises, and reports on the utilization of assigned Fire and Rescue apparatus, equipment, and personnel assigned daily to the station. Plans, organizes, directs, and coordinates the work of subordinates including paid fire/emergency personnel, and technical and clerical personnel. Attends training, company drills, and administrative sessions as required. Reviews and documents regular performance evaluations of all personnel. Assist in planning and development of comprehensive programs for fire prevention and life safety, including infectious disease control. Evaluates fire prevention and fire control policies and disaster response preparation by keeping abreast of new methods and technologies and conducting studies and evaluations of departmental operations.

Prepares and coordinates the Emergency Disaster and Hurricane Preparedness Plan for the City. Serves as Emergency Manager for the Citys emergency plan; ensures Citys emergency plan is complete and tested.

Negotiates and coordinates mutual fire protection plans with surrounding municipalities and service areas.

Supervises the Assistant Chief of Fire Life Safety Division to ensure fire inspections and life safety code enforcement within the city, including necessary plan review. Supervises and participates in the investigation of all fires in the City that result in substantial loss, death, or serious injury to determine origin, cause, and circumstances as necessary. Oversees emergency medical services for quality assurance, medical control, and regulatory compliance, administers EMS contracts and interlocal and mutual aid agreements.

Directly supervises all employees in the fire-rescue department; carries out supervisory responsibilities in accordance with the City's policies and applicable laws; supervises and instructs personnel in daily operations; responsible for planning and reviewing plans of subordinate staff to ensure efficient staffing coverage to meet requirements in all areas of operations; communicates work assignments to subordinates; delegates tasks and responsibilities as required; controls the timeliness and quality of work performance through monitoring and evaluation; establishes time frames for work completion; controls productivity to ensure optimal utilization of resources; interviews, recommends for appointment, trains, evaluates, rewards, promotes and disciplines staff; addresses complaints and resolves problems; oversees and ensures supervisors and employees receive adequate training in technical and safety-related job needs.

Education and/or Experience:

Current Florida certifications required. Minimum requirements include a Bachelors degree from a four-year accredited college or university in Fire Administration, Public Administration or Fire Science or similar field related to fire-rescue operations and ten years of progressively responsible experience in the fire-rescue service, including Florida State Certified Firefighter Paramedic, Florida Fire Inspector certification and at least five years experience in management, supervisory, budgeting and fiscal control, in a department of the same size or larger. Executive Fire Officer Certification from the National Fire Academy preferred. Knowledge of State and/or County building codes desirable.

Live in the City limits of Marathon or willing to relocate. Must have ability to respond to emergencies, under reasonable circumstances, within 60 minutes.

Possession of a valid State of Florida driver's license.
