Basic Qualifications:



Bachelor's degree or equivalent is required plus a minimum of 8 years of relevant experience; or Master's degree plus a minimum of 6 years of relevant experience to meet managerial expectations.





PREFERRED DEGREE TYPES AND EXPERIENCE:  



Bachelor’s Degree in technical field and experience managing program/project such as DPME or IPT role.



 



CLEARANCE REQUIREMENTS:

Department of Defense Secret security clearance is required at time of hire(link removed) Applicants selected will be subject to a U.S. Government security investigation and must meet eligibility requirements for access to classified information. Due to the nature of work performed within our facilities, U.S. citizenship is required.

 


Responsibilities for this Position:

General Dynamics Mission Systems has an immediate opening for a Fire Control Operational Support Program Manager.  The position provides an opportunity to enhance the performance and profitability of an organization that supports some of our nation’s fundamental defense services.  As a Fire Control Program Manager in General Dynamics Mission Systems, you will work closely with our Strategic Systems Programs customers to develop solutions that allow them to carry out high-stakes national security missions. As the Operational Support PM, you will be on the front-lines of support to the Fleet



 



REPRESENTATIVE DUTIES AND TASKS:




  • Lead the team in developing, defining, and implementing cohesive, integrated program and business plans that achieve current and long term objectives of the program and business unit

  • Primary point of contact to the Customer(s) on the program

  • Develop close customer relationships that foster clear communication and honor commitments

  • Interface with customers on all matters regarding program

  • Conduct reviews to identify issues, develop corrective actions, and communicate issues, impacts and corrective actions to program teams and the Customer

  • Responsible for achieving or exceeding planned sales, earning, orders and cash flow for the program

  • Accountable for technical, schedule and cost performance on the program

  • Establish budget and schedule baselines including management reserve

  • Identify needed resources for projects, define and assign major program roles

  • Monitor work accomplished to baseline plans to ensure rate of work completion is sufficient to meet program schedules

  • Manage people who lead cross-functional program teams in matrix organization that are focused on the maintaining 100% mission availability

  • Create an environment that fosters professional growth for team members

  • Delegate assignments to others for developing solutions

  • Balance program risks and opportunities with executable strategies to meet technical requirements and budgets

  • Lead team to identify, quantify and develop mitigation strategies for risks

  • Lead team to identify, quantify and develop opportunities

  • Prepare and present program status to leadership and external customers

  • Identify scope changes and develop program positions for equitable cost and schedule adjustments

  • Develop and execute proposal plans and strategies

  • Follow processes and operational policies in selecting methods and techniques for obtaining solutions

  • Recommend changes to policies and establishes procedures that affect immediate organization(s)

  • Work to develop new business within the market/program

KNOWLEDGE SKILLS AND ABILITIES:




  • Demonstrated general technical understanding of Fire Control and associated equipment and the ability to quickly understand technical problems

  • Experience in work estimating, allocation, scheduling, and authorization and ability to track the work to ensure task completion

  • Strong knowledge of customers and customer processes

  • Skilled in the development and implementation of program strategy and tactics

  • Ability to generate cohesive program plans

  • Ability to establish and assure adherence to budgets, schedules, work plans, and performance requirements

  • Ability to track work accomplished to baseline plans and identify issues, track progress, and follow through on effective corrective actions based on data analysis and trends

  • Skilled in communicating issues, impacts, and corrective actions on programs to internal and external representatives

  • Ability to understand and analyze program financial data

  • Strong verbal and written communication skills

  • Ability to evaluate quality of work product to ensure satisfaction of customer requirements

  • Strong understanding of advanced of risk and opportunity management techniques and ability to apply them to programs

  • Ability to lead teams in matrix organization

  • Strong knowledge of government contracting practices and regulations regarding acquisition

  • Outstanding relationship management and marketing skills

  • Ability to execute company policies that affect immediate operations

  • Ability to develop and execute proposal plans and strategies

  • Ability to lead program in customer negotiations and negotiate win-win solutions

  • Working Knowledge of MS Project, Excel, Word, PowerPointSome travel required
