Mercers Government Human Services Consulting (GHSC) practice is seeking a
Government Health Equity/Population Health Leader.
The role can be performed remotely or in a hybrid capacity depending on proximity to one of our Mercer offices; however, ourprimary offices for our Government team are in Phoenix, Minneapolis, Atlanta and Washington, DC.

What can you expect?

Act as a client-facing consultant with expertise in the health equity/population health space
Provide consulting support to clients in potentially all areas of a comprehensive Medicaid health equity strategy: state operations, strategic planning, stakeholder engagement, data assessment and acquisition, health disparities analysis and measurement, incentives and policy implementation, operationalization of initiatives, and health outcomes monitoring
Establish and maintain GHSC strategy for health equity support to clients, including staying up to speed on the health equity space within Mercer Health & Benefits and nationally

We will count on you to:

Provide recommendations to clients on policies and reimbursement changes (incentives, VBP, etc.) to identify health disparities and drivers discovered through analysis and address the identified health disparities and drivers
Provide guidance on important health equity related data elements that should be captured and evaluated, including guidance on common issues and best practices on how data fields may be captured
Provide guidance on health disparities analysis that focuses on identifying health disparities and the drivers of health disparities. Provide guidance on the types of analyses and data elements to include
Support interpretation of analysis results, including determining the narrative and identifying other areas to explore
Establish and coach a team of staff to support health equity and population health projects. Recommend appropriate training to prepare teams for the work

What you need to have:

Bachelors degree (required), with preferred concentrations in any of the following: public health, public administration, public policy, social science, urban planning, organizational development, or other similar studies
5+ years of experience as leader of healthy equity transformation within a state or federal government agency, recognized national organization, or notable health system, etc. (can be congruent with the following);
12+ years of healthcare industry experience either through program administration, consulting support, research, and/or clinical care involving a wide variety of health-related equity topics, including: practice transformation, quality monitoring, racial and ethnic disparities, health-related social needs, behavioral health, cognitive/developmental disabilities, LGBTQ+ population disparities, maternal health, housing, transportation, immigrant and refugee issues, etc.
Experience with industry-standard and emerging best practices in innovations and interventions regarding health equity across a variety of sectors and levels of care (i.e., federal/state/local government, integrated hospital systems, health plans, community-based organizations, etc.)
Experience engaging stakeholders of federal, state, or local government agencies, and provider communities

Familiarity with agency Social Determinants of Health datasets (i.e., Agency for Healthcare Research and Quality (AHRQ), Population-Level Analysis & Community Estimates (PLACES), other US Census Bureau-derived data, etc.)
Familiarity with community and clinical assessment tools and standards including: Healthcare Equality Index, National CLAS standards, Community Health Needs Assessments, Community Health Improvement Plans, Joint Commission, etc.
Familiarity with the collection, use, analysis, and quality of race, ethnicity, and language (REaL) and sexual orientation and gender identity (SOGI) data, as well as other eligibility and demographic data points
Familiarity with public assistance/social welfare programs including: Temporary Assistance for Needy Families (TANF), Supplemental Nutrition Assistance Programs (SNAP), Special Supplemental Nutrition Program for Women, Children, & Infants (WIC), and more
Familiarity with medical coding
Familiarity with Health Equity Health Insurance Laws, Rules, and Regulations
Familiarity with all-payer data systems, with particular concentration on Medicaid claims and encounters and Managed Care delivery models
