Duties

  • Provides position classification services involving complex and controversial classification issues for civilian positions. Positions include a wide range of professional, scientific, administrative, and highly technical positions
  • Provides position management advisory services in dealing with difficult, complex, and often controversial position management issues. Offers authoritative advice and assistance to supervisors and managers to help them achieve the most efficient, effective, and economical usage of human resources in their organizations
  • Performs a variety of classification program support duties. Identifies if Standard Core Personnel Documents (SCPDs) can be used in lieu of Core Personnel Documents (CPDs)
  • Participates in special initiatives, studies and projects

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in providing technical knowledge of classification concepts, principles and practices related to: federal position management, design and maintenance; structuring highly technical organizations and positions for mass reorganizations and realignments; preparing official written classification products such as classification evaluation statements, classification metrics, and classification reports; experience in classifying positions for organizations that are complex and dynamic; and reviewing and preparing documentation for classification audits and advisories.

NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the full range of federal position classification and position management and a wide range of other federal personnel management laws, regulations, executive orders, functions, theories, concepts, policies, precedents, practices, and techniques and the interrelationship of the various personnel disciplines.
2. Knowledge of the agency's, management's, and installation's objectives, missions, and operating programs and the implications on command and/or agency personnel management programs and organizations.
3. Knowledge of the methods and techniques of fact finding, analysis, qualitative and quantitative evaluation and diagnosis, and the resolution on complex problems to analyze substantive organizational and operational practices and problems and develop concrete action plans to provide appropriate HR recommendations and solutions to management.
4. Skill in written and oral communication techniques sufficient to develop and deliver briefings, status reports, and correspondence to managers to foster understanding and acceptance of findings and recommendations.
5. Ability to use automated systems to effect personnel actions, change data fields, retrieve data, create reports and queries, utilize email, and operate basic word processing functions.
6. Ability to maintain effective relationships with management officials, co-workers, and others to ensure cooperative resolution of problems and provide effective coordination of activities.

THE IDEAL CANDIDATE: The ideal candidatewould have expereince with Federal HR classification philosophy, concepts, principles, methods, practices, programs, techniques, laws, and Executive Orders sufficient to accomplish a wide range of complex, interrelated activities and resolve difficult and unprecedented classification issues which often require the making of fine distinctions in the proper crediting of factor levels and ultimate allocation of grade levels to positions; position management principles, concepts, practices and techniques sufficient to advise managers at a complex and dynamic military installation in establishing efficient and cost-effective organizational structures; HR processes sufficient to relate classification issues to overall HR management processes.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
