OVERVIEW

This Agreement is for the Contractor to provide the Project with Independent Verification and Validation (IV&V) Services for the following phases of the Project:

Planning and analysis, Requirements, Design, Development, Testing, Deployment, and Maintenance.

Independent Verification and Validation (IV&V) is the set of verification and validation activities performed by an agency not under the control of the organization developing the software. IV&V services must be provided and managed by an organization technically and managerially independent of the software development project. This independence takes two mandatory forms:

Technical independence requires the IV&V service provider not be organizationally involved in the software development or implementation effort, or have participated in the Projects initial planning and or subsequent design.
Managerial independence requires the IV&V service provider to ensure the IV&V effort is vested in an organization departmentally and hierarchically separate from the software development and program management organizations.

PROJECT DESCRIPTION

HCDs mission is to promote safe, affordable homes and strong, vibrant communities throughout California. HCDs Information Technology Branch (ITB) maintains multiple public facing websites, supports the maintenance and enhancement of multiple enterprise applications, and implements new technologies and applications including digital, mobile and cloud technologies to support HCD serve its vast constituency.
HCD oversees more than 80 programs that award loans and grants for construction, acquisition, rehabilitation and preservation of affordable rental and ownership housing, homeless shelters and transitional housing, public facilities, and infrastructure. HCDs current information management systems are insufficient to meet operational needs and State and Federal reporting requirements.
CHAAPP is intended to provide HCD with a robust and scalable enterprise data collection, organization, and information management system to accurately manage and report essential housing program and funding information and award, track, monitor, and report housing loan and grant information. The system will be configurable and flexible to accommodate new programs and changes to existing programs and will help ensure compliance with applicable statutes and regulations.
CHAAPP project will position HCD to address the outstanding HUD monitoring findings and concerns,
reduce existing operational risks, and help mitigate HCDs high risk grantee designation while achieving HCDs mission of promoting safe, affordable homes and vibrant, inclusive, sustainable communities for all Californians.

MANDATORY QUALIFICATIONS

The Project is seeking qualified Vendor resources demonstrating a minimum of five (5) years recent and relevant experience as follows:

Key personnel must have a minimum of five (5) years experience providing IV&V services to state entities including the following tasks:
Developing IV&V monthly activity reports;
Conducting risk and issue list reviews;
Performing traceability matrix analysis;
Performing system requirements evaluation;
Conducting system test assessment and verification;
Developing IV&V task reports.
Key personnel must have a minimum of two (2) years experience working in a technical capacity on IT projects similar in size and scope to the HCD CHAAPP Independent Verification and Validation (IV&V).
Working knowledge of the Institute of Electrical and Electronic Engineers (IEEE) Std. 1012 (System and Software Verification and Validation).
Key personnel must have a minimum of eight (8) years of experience aligning IT systems with organizational business processes. At least five (5) years of that experience must have been in a lead capacity.
Key personnel must possess a bachelors degree or equivalent university degree in an IT- related or Engineering field. Additional qualifying experience may be substituted for the required education on a year-for-year basis.
Key personnel must have a minimum of three (3) years of experience with software testing, including system testing, integration testing, performance testing, and user acceptance testing.
Key personnel must have a minimum of one (1) year of professional experience in the implementation of cloud-based Software-as-a-Service (SaaS) or Platform-as-a-Service (PaaS) solutions.

DESIRABLE QUALIFICATIONS

Two (2) years experience performing IV&V services during the design, development, and implementation phases for a State of California Gov project which utilized an iterative development process on a SaaS platform such as Salesforce (Experience must have occurred within the last 2 years).
Two (2) years experience performing IV&V services for a State of California Gov project that involved data migration and data conversion from legacy systems to a cloud-based Datawarehouse solution.
Two (2) years experience performing IV&V services for a State of California Gov project that involves system integration (inbound and outbound integrations) with external systems.
One (1) year experience with documenting IV&V reports and communicating with CDT/project teams to provide independent advice on health of the project (Experience must have occurred within the last 2 years)
