INTRODUCTION:

T2 Tech is assisting with the recruitment and selection of an Information Systems Manager for one of their prestigious clients in Los Angeles. This client is a leader in the healthcare space providing affordable healthcare to Los Angeles residents. This healthcare system also has a network of clinical practices and health related programs offering services throughout the community.

SUMMARY:

The Information Systems Manager (ISM) will be someone with an engineering background who has moved into management. They are responsible for the day-to-day operations of information systems (IS) under the direction of the Director of Information Systems. These areas include: the IS helpdesk, telecommunications, network operations, and IS security. The ISM supports and expands key computer systems and technologies with the goal of delivering and supporting systems in a timely, cost-effective, and responsive manner. The ISM assists with the development of transition plans as systems move from development to implementation, to production and on-going maintenance.

The ISM leads all IS project management needs, including: prioritizing projects and keeping them on time and within budget, mapping timelines for new or upcoming projects, creating workflows and procedures for all new technologies, and providing corrective action plans when necessary. The ISM coordinates problem resolution efforts with staff, end-users, and vendors. They also serve as the primary point of contact for all technology vendors. The ISM oversees maintenance of all network systems and software applications. This requires oversight of the IS tech support team, as they perform many tasks, including configuration maintenance, software updates, end-user support, and account administration. From time to time, when project timelines require, the ISM will be need during after-hours and on weekends.

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:

  • Supports and implements the organizations vision, mission, and values.
  • Determines priorities and method of completing daily workload to ensure that all responsibilities are carried out in a timely manner.
  • Performs all job functions in a professional and courteous manner. This includes answering all general phone calls timely and providing excellent customer service to internal and external customers.
  • Fosters and promotes a culture of service excellence and accountability.
  • Supervises personnel to include screening, interviewing, hiring, coaching, and terminating. Guides, directs, disciplines, coaches, and motivates staff regarding work performance, problem solving and decision making to ensure staff meets work standards. Conducts all aspects of supervision in a professional, consistent, and objective manner.
  • Completes introductory and annual performance reviews on or before the due date(s).
  • Acts as a focal point for all network operations and assists with implementation and installation, including routers, switches, remote access systems, wireless systems, as well as software, appliances, DNS/DHCP services, firewall devices, and security infrastructure, including wireless.
  • Assists other IS team members with implementation, installation and maintenance of systems and system components associated with the backbone Ethernet and all LAN and WAN computing technology.
  • Oversees troubleshooting of network failures, operational issues, and project requests. Assists in event management of network issues.
  • Translates operational plans into methods and procedures to ensure day-to-day adherence.
  • Manages procedural projects requiring planning, some technical expertise, and coordination of multiple tasks, responsible for well documented processes.
  • Understand established IS policies and procedures and effectively translates operational plans into methods and processes to be used in the delivery of services, technology planning, and support to customers and employees.
  • Leads regular staff meetings at the team level to communicate, inform and clarify procedures, policy, management directives and performance measurements; focus is generally on day-to-day activities and changes of limited scope.
  • Assists in planning, monitoring and/or managing budget in functional area of department.
  • Maintains software tools as required to support IS Operations.
  • Oversees identity management operations to include adding/terminating users, assigning rights and access, resetting passwords, establishing e-mail addresses, maintaining the Active Directory.
  • Assists in the development and maintenance of technology policies.
  • Trains professional and non-professional staff on IS systems and software tools as required.
  • Determines priorities and methods of completing daily workload of the IS team to ensure that all responsibilities are carried out in a timely manner.
  • Complies with organizational policies and procedures.
  • Must be willing and able to work at all locations as needed to meet patient care needs.
  • Must be willing and able to work all business hours including evenings and weekends.
  • Performs all other duties as assigned.

QUALIFICATIONS:

EDUCATION/EXPERIENCE:

Bachelors degree from a four-year college or university is required, with a minimum of two years related experience and training. A minimum of one year of IS management experience and one year of project management experience is required, project management certification is a plus. Experience with major IS infrastructure support systems or Network Operations Center (NOC) control systems is required. Experience in the health care field preferred.

Benefits

ANNUAL SALARY RANGE:

$94K-$140K

The salary is based upon the candidates skills and specific experience qualifications.
