WWC Global is currently seeking a Management Analyst to support a team performing work for the Department of State, Bureau of Consular Affairs, Office of the Comptroller, Procurement Policy, and Oversight Division (CA/C/PPOD). CA/C/PPOD is responsible for the fee oversight program, coordinating and administering financial management controls within the bureau, and the audit coordination program.

The Management Analyst is on the Fee Oversight team and is responsible for monitoring global CA onsite, offsite, and online consular fee collection operations and provides support and assistance on policies and procedures governing the almost $4 billion annual consular fee collections. The incumbent reports to the CA/C/PPOD Deputy Division Chief.

Duties Include but are not limited to:

  • Oversee global CA onsite, offsite and online consular fee collections and reconciliation.
  • Develop and maintain fee oversight tools, SharePoint sites, and Teams channels to ensure that fees collected for consular services are properly accounted for from the point of collection to final deposit and recording into the Consular and Border Security Program (CBSP) account.
  • Provide support and assistance on a comprehensive monitoring process for consular fee collection that addresses discrepancies, ensures reporting requirements are met, enables regular and ad hoc reporting capabilities, and performs annual and semi-annual audits and reconciliation reviews to comply with Federal financial audit requirements and standards.
  • Provide support and assistance to CA management in the maintenance of consular fee collection processes including troubleshooting operational issues.
  • Review post compliance with relevant fee collection and oversight procedures.
  • Develop and maintain consular fee collection reports and trackers via Excel and other platforms (I.e., PowerBI, Tableau) as needed for CA/C and CA leadership.
  • Apply qualitative and quantitative techniques that often require modification to encompass a wider range of variable, developing data analytic tools, preparing evaluation criteria by gathering information and identifying issues for the measurement, assessment, and resolution of operational efficiency challenges.
  • Provide Consular fee related guidance and contribute to development of fee related policy.
  • Share fee collection and reconciliation policies, procedures, and guidance with overseas posts.
  • Draft guidance and standard procedures for onsite, offsite, and onsite consular fee collections.
  • Provide training and promote awareness on proper reconciliation procedures to overseas consular operations.
  • Develop new fee oversight and reconciliation practices as required.
  • Provide fee collection and fee oversight input for presentations and reports to external stakeholders, including BP, Congress, and OMB.
  • Keep abreast of trends and developments in the online fee collection arena and establish and maintain relationships with counterparts in other USG agencies to share best practices in online fee processing/collection.
  • Other duties as required by the team and/or assigned by CA/C leadership.

Work Environment:

  • Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).
  • Ability to sit at a computer terminal for an extended period of time.

Requirements

Basic Qualifications

  • Bachelors Degree and 5 years of experience //OR// Master's Degree and 2 years of experience.
  • Current, active Secret security clearance.
  • Outstanding communication skills, influencing abilities, and client focus.
  • Demonstrated proficiency in using all Microsoft Office applications.
  • Previous experience in a project or program management role.
  • Applicants must be currently authorized to work in the United States on a full-time basis. WWC Global will not sponsor applicants for work visas for this position.


Preferred Qualifications

  • Master's Degree.
  • Previous experience working with the Department of State
  • Understanding of consular activities.
  • Knowledge of fee-funded organizations.
  • Experience with data analysis and data visualization, including Microsoft Power BI
