Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Manager, Educational and Vocational Services Coordination 1.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service as an Associate Vocational Rehabilitation Counselor.

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated to M-1 (SG 24/25) or higher eligible to transfer under Section 52.6 of the Civil Service Law.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be a current New York State Education Department employee AND have one year of permanent competitive or 55b/c service as an Assistant District Manager Vocational and Educational Services, Associate Vocational Rehabilitation Counselor, or Employment Specialist for Individuals with Disabilities 2. Provisional candidates must take the examination for Manager, Educational and Vocational Services Coordination 1 when it is next offered and must be reachable on the resulting eligible list to maintain employment.

Duties Description The New York State Education Department's Office of Adult Career and Continuing Education Services - Vocational Rehabilitation (ACCES-VR) is seeking candidates for one Manager, Educational and Vocational Services Coordination 1 position in the Transition and Youth Services (TAYS) Unit. This position will be filled in the Albany Central office. Under the general direction of the Administrator, Vocational and Educational Services Coordination, the incumbent will manage, set policy, and provide guidance and direction to ACCES-VR staff on all matters related to transition activities. The incumbent will be stationed in the Albany Central Office or may be stationed in any of the 15 District Offices (link removed) Duties of this position include, but are not limited to, the following:
  • Supervise and manage the statewide activities of the Transition and Youth Services (TAYS) Unit; at least 50% travel is required to various locations throughout the State, including Albany Central Office.
  • Coordinate the creation and implementation of policies, procedures, and initiatives to provide ACCES-VR services to youth and students;
  • Coordinate statewide strategies to provide Pre-Employment Transition Services (Pre-ETS) to potentially eligible and eligible students with disabilities; and
  • Coordinate agency and interagency collaborations to assist students and youths with disabilities in receiving ACCES-VR services.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent-permanent or temporary provisional appointment. Provisional candidates must take the examination for Manager, Educational and Vocational Services Coordination 1 when it is next offered and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees' negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This position will require 50% in-Statewide travel.

Leads to a maximum salary of $123,761 based on performance advances.
