Job: Medical Planning Specialist

Location : Indianapolis, IN

Position is 37.5H /week, hybrid (after 30 days of employment) - 3 days in office at 2 N. Meridian, Indianapolis, 2 days remote. Do you accept this requirement

Works with supervisor & other State DOH staff such as Division of Emergency Preparedness staff, District Healthcare Coalitions, and Indiana Department of Homeland Security to develop, implement, analyze, and maintain preparedness plans and procedures.

This position has overall responsibility for coordinating the development of state-level medical and healthcare related emergency preparedness and response plans for the Indiana Department of Health (IDOH) and Division of Emergency Preparedness (DEP). The Medical Planning Specialist is responsible for overseeing the content development and planning process for the Administration for Preparedness and Response (ASPR) Hospital Preparedness Program (HPP) medical surge specialty plans, such as the Chemical Surge Plan and Crisis Standards of Care Plan for Indiana. In addition to developing state-level plans, the position is responsible for developing templates and guidance documents for use by hospitals, healthcare entities, and healthcare coalitions (HCCs). Incumbent works with DEP staff, IDOH Divisions, local healthcare entities, and other federal, state, and local partners to update and maintain plans and procedures that support healthcare and medical readiness. Incumbent also plays a significant role in response operations during disasters requiring state level support. The Medical Planning Specialist serves at the direction of the Planning and Preparedness Manager and reports directly to the Planning Supervisor. The Planner may also provide on-site support for planning activities as assigned by the Planning Supervisor.

Essential Duties/Responsibilities:

Utilize data and commonly accepted best practices to identify gaps and opportunities for improvement in local and statewide emergency healthcare and medical operations planning efforts.

Coordinate activities between IDOH Divisions, state agencies, and external stakeholders in the development and update of emergency operations and response plans related to the roles of IDOH, hospitals, healthcare coalitions (HCCs), and other healthcare entities

Coordinate with hospitals, healthcare entities, and healthcare coalitions (HCCs) to assess local healthcare and medical capabilities related to medical surge and healthcare response readiness.

Coordinate IDOH planning activities with federal, state, and local emergency management partners to ensure plans support the processes, capabilities, and expectations of external partners.

Provide subject matter expertise to assure coordinated and standardized local and statewide planning efforts.

Communicate regularly with Planning Supervisor to share the needs, challenges and accomplishments, as they pertain to local and state planning efforts, and to receive instructions and guidance.

Communicate regularly with District and Local Readiness Manager and staff. Assist the DLR Manager in distributing guidance, templates, and other resources necessary to support healthcare preparedness efforts.

Assist in the review and updating of local and state plans and SOPs as needed by IDOH Divisions, state agencies and partners.

Stay up to date on CDC, ASPR, IDOH and other relevant guidance documents and programs.

Support the DEP Training & Exercise section in the development of training and exercises centered on healthcare surge and medical response activities

Perform related duties as assigned.

Job Requirements:

Four (4) years of experience in content creation, development, implementation, or related experience. A combination of experience and accredited college training may be considered.

Extensive knowledge of strategic, operational, and tactical plan development and administration

Extensive knowledge of hospital and healthcare emergency preparedness and response capabilities and functions

Extensive writing experience

Excellent communications skills both verbal and written.

Knowledge of all source materials and references, including federal and state laws governing disaster response

Knowledge of the state and local public health and healthcare infrastructure

Ability to work cooperatively with staff and representatives of local, state, and federal agencies

Ability to make decisions with little time and information that may have global impact on the program area, agency, and State of Indiana

Ability to negotiate and influence internal staff, external partners and others who have emergency response responsibilities to perform their work within local, state and federal guidelines.

Be able to effectively report and communicate emergency operations concepts, strategies, and concepts to executive level staff

Knowledge of Microsoft Office Suite, including Microsoft Excel and Microsoft Visio, is required

Difficulty of Work:

Incumbent is engaged in state level planning that demands accuracy, efficiency, and timeliness. Emergency response planning often requires problem solving with little to no notice that relies on experience and prior preparedness efforts. Projects involve many complex variables of great intricacy related to the various threats and hazards that exist. Work requires considerable documentation with a premium placed on written communication. Incumbent is comfortable leading groups and collaborating with external and internal partners to build consensus for the achievement of program objectives.

Responsibility:

Incumbent works as an expert in the development of plans and processes to assist program goals and objectives. State agencies and partners will rely on the incumbent to possess the necessary skills to represent the DEP during meetings and through the submission of written planning materials. Professionalism must to maintained will representing the agency.
