Job Summary:

The COVID pandemic and the most recent Monkeypox outbreak has demonstrated our vulnerability to emerging infectious disease threats and the need for improved preparedness for future pandemics/outbreaks. Additionally, it has strengthened US Government resolve to ensure both individual and public health protection against emerging infectious disease. In support of these underlying trends, and the critical priority of troop readiness within the Department of Defense (DoD), Valneva has established the National Account Director , DoD to drive procurement and adoption of Valnevas vaccines among DoD personnel..

Working collaboratively across key Valneva stakeholders (e.g. Government Affairs, Medical, Sales & Marketing, etc.), the NAD will develop and execute a strategic plan to maximize the adoption and appropriate utilization of Valnevas portfolio of late stage and FDA approved vaccines within the DoD. Specifically, the NAD will have intimate working knowledge of the DoD and DHA and how they develop and implement vaccine requirements. The National Account Director, DoD will identify all key stakeholders influencing the procurement, adoption and appropriate utilization of vaccines, the criteria driving these decisions, along with drivers and barriers associated with the execution of the DHAs vaccine requirements. Additionally, the National Account Director, DoD will support the General Manager with respect to procurement proposals and contract negotiations with the DoD demonstrating a deep understanding of the DoDs needs and finding win/win solutions to achieve a sustainable and productive long-term relationship with this important customer, while achieving Valnevas business objectives.

Responsibilities:

• Have a thorough understanding of the DoD ecosystem and how vaccine requirements are developed, adopted implemented and procured.
• Develops and implements strategies to shape vaccine requirements that support access to, and adoption for Valnevas late stage and FDA approved portfolio within the Defense Health Agency (DHA)
  • Work with Government Affairs to develop advocacy strategies with relevant stakeholders to support the appropriate use of existing vaccines and accelerated introduction of new vaccines.
  • Develop and implement strategies to impact DoD vaccine requirements and secure DoD procurement funding that supports business growth, including access, uptake and sustainability of vaccination efforts.
• Builds strong relationships, networks and partnerships with DoD and DHA leaders including preventive medicine groups across Combatant Commands CONUS and OCONUS
  • Develops and leads efforts to maintain and grow contacts and network across key Military Treatment Facilities (MTFs) and within the Defence Logistics Agency (DLA).
• Engage with relevant DHA representatives to understand the drivers and barriers to achieving the DHAs vaccine requirements/vaccine coverage rates for relevant populations (e.g Active Duty, Dependents, contractors, etc.), and develop supporting tactics and actions where appropriate to help the DHA achieve their goals.
• Lead the development and execution of Valnevas procurement contracting strategy within the DoD, including the Federal Supply Schedule (FSS), Prime Vendor and direct contracting with the DLA.
• Support the General Manager in matters relating to procurement proposals shaping and response.
• Be a proactive partner to US Leadership team, working collaboratively with Government Affairs, Medical, Sales & Marketing, Finance, Legal and Supply Chain/Logistics to ensure the needs of Valneva and DoD.

Close coordination with Government Affairs and Compliance to ensure all activities with the DoD are compliant with relevant lobbying laws/regulations.

Requirements

Education and Experience:

• Bachelor's degree
• Prior DoD experience, with a deep understanding of the inner workings of the DHA
• Advance degree in: Public Policy (MPP), public health (MPH or MSPH), public administration (MPA), or economics, political science, or political economy (MA, MS), or law (JD) preferred.
• Five to ten years of demonstrated success working in the DoD, DHA and/or Federal government.
• Deep knowledge and nuanced understanding of the US vaccines landscape generally and the DHA specifically
• Demonstrated ability to set, and successfully execute strategic priorities - bringing together different internal stakeholders, and move an agenda forward to resolution and action.
• Well-established relationships and networks with key decision makers and influential stakeholders across all levels of the DoD and within the broader DHA ecosystem
