The Network Engineer is a member of a multi-functional team providing Command, Control, Communications, Computers and Information Management (C4IM), and Information Technology Support Services (ITSS) services in support of the Network Enterprise Center (NEC) Information Technology Support Services (ITSS) Contract at Fort Carson, CO.



The operational and functional tasks spectrum includes developing, planning, implementing, and sustaining high-end solutions for Fort Carson networks and systems; standard individual administrative tasks include individual time, timesheet, leave, and training completion; performance management; compliance with customer organization and company standards; performing other tasks as assigned and demonstrating proficiency, accuracy and attention to detail in assigned duties.

 


Responsibilities:


  • Works under the functional/operational supervision of the NEC ITSS Fort Carson Project Manager (PM).

  • Develops definitive IT technical solutions for Fort Carson networking and systems engineering issues, to include system architecture, interoperability, interfaces, protocols and networking.

  • Designs, develops (including preparing architectures), implements, monitors, and maintains Fort Carson network systems/network activities/services.

  • Installs, configures and operates local and wide area networks, and remote access services for an organization of 500 to 600 nodes.

  • Develops and maintains a wide range of networking applications with protocols and technologies such as TCP/IP, OSPF, BGP, ISDN, STP, and VTP.

  • Performs problem solving techniques for common to complex network problems and resolves connectivity and interoperability conflicts between network components.

  • Maintains configuration oversight of the network; ensures components function properly and that system backups occur on schedule to prevent loss of data.

  • Identifies and recommends potential new information system technologies and their application for use by the Fort Carson installation and mission activities.

  • Analyzes reliability of installed equipment through system logs, identifying and correcting problems.

  • Integrates new technologies into existing systems, including the transition and migration of government systems.

  • Identifies and reports trends in the types and frequency of errors weekly, and recommends changes to ensure optimum effectiveness.

  • Complies with plans, policies, standards, infrastructures, and architectures of DOD and DA IT Management and IT programs.

  • Drafts and submits network architecture designs and performance advisory service to the government in support of evolving mission objectives and ensure that all data, voice, and video networks can continue to deliver secure, fast, effective enterprise-wide network services while optimizing network resource utilization.

  • Analyzes network topologies and traffic and capacity requirements.

  • Supports the analysis, recommendation, and acquisition of hardware and software platforms.

  • Researches functional requirements of organizations and assist the Government in determining future needs of Local Area Network/Wide Area Network (LAN/WAN) systems to ensure hardware and software are in place and functioning properly at the time of implementation.

  • Develops and performs system and network functional tests, and ensure network communications interoperability is tested for completeness and accuracy.

  • Troubleshoots operational/processing problems, evaluates alternative approaches, adapts precedents and procedures, and plan and implement or recommend resolution to resolve problems.

  • Analyzes alternate configurations, and develops concepts for modifications and future systems.

  • Utilizes technologies such as BGP, OSPF, MPLS/VPLS, RSTP, 802.1x, IPSec, Deep Packet Inspection and Signature based filtering, Stateful firewall filtering, Q-n-Q Tunneling, VRRP-E, QoS, VoIP, and Video Teleconferencing.

  • Installs and configures Public Key Infrastructure technologies.

  • Operates and maintains the network architecture for both Non-Secure Internet Protocol Router Network (NIPRNET) and Secret Internet Protocol Router Network (SIPRNET) C4IM classification domains.

  • Designs and implements infrastructure solutions using network topology based business solutions.

  • Resolves approximately 20 help requests assigned through the AESD Ticketing system per month. Supports the Government in the requirements definition, design, development, and implementation phases for approximately seven to ten technology insertion projects and up to two additional projects in operations and maintenance phase of the system development life-cycle per quarter.

  • Reports administratively to the Project Manager (PM).

  • Provides on-site support primarily during standard business hours and/or contractually mandated core hours from 0600-1800 hours, Monday through Friday; provides occasional support outside of core business hours.



Qualifications



Minimum Qualifications:




  • BA/BS in Information Technology field and (without BA/BS substitute 4 years additional relevant experience).

  • Minimum of 4 years' current network experience to include:

    • Minimum of 2 years' current experience in the performance of computer systems support in a secure operating environment.

    • Minimum of 2 years' current experience providing systems administration/engineering support with elevated permissions.




Additional Experience:


  • Knowledge of Security Technical Implementation Guides (STIGS) for Operating Systems and Applications.

  • Understanding of PKI desired.



Required Skills/Certifications:




  • DoD 8570.01-M IAT-III certification (CISA, CISSP (or Associate), GCIH, GSE, SCNA) is required.

  • At least one (1) of the following certifications: Cisco Certified Network Professional (CCNP) Certification, Juniper Network Certified Internet Professional (JNCIP)

  • High level of problem solving skills and the ability to recommend and implement alternative set-up and/or operations for complex systems.

  • Detail-oriented and possesses the ability to handle multiple tasks.

  • Ability to provide incident and after action reports and analysis.

  • Excellent customer service skills and professional presence. Strong oral and written communication skills; ability to read, speak and effectively communicate in the English language.

  • Solid work ethic.


Additional Requirements:


  • Active SECRET Clearance.

  • Frequently lifts, carries or otherwise moves and positions audio-visual equipment weighing up to 75 lbs.

  • Frequently bends, kneels and crouches during computer system equipment troubleshooting, maintenance, assembly/disassembly, installation/de-installation, and sustainment.

  • May be required to drive vehicle if needed to perform tasks at Fort Carson, CO.
