Mandatory Requirement

1. Minimum of eight (8) years of experience in leading governance projects.
2. Three (3) years of experience developing project governance frameworks and establishing best practices to ensure framework is followed.
3. Three (3) years of experience aligning IT technologies and organizational business processes towards a customer-centric business model.
4. Minimum two (2) years of experience as Governance Lead on a project costing at least $4,000,000 and having at least five thousand (5,000) internal and external system users.
5. Minimum of five (5) years of experience in governing projects utilizing a combination of waterfall, agile, or hybrid methodologies.
6. Possession of a *Bachelor's Degree. Four years of experience as a PM, in addition to the years required above, may be substituted for the required education.
7. A valid *Project Management Professional (PMP) certification from the Project Management Institute (PMI).
8. Minimum three (3) years of experience as a Project Portfolio Manager.
9. One (1) project working for the Employment Development Department with any state.
10. *Contractor must provide copies of certifications listed above.

Desirable Qualifications

1. One (1) project of the experience must be associated with unemployment insurance and/or disability insurance benefit programs
2. Project is with the California Unemployment Insurance program and/or the Disability Insurance program and/or the Paid Family Leave Program Eligibility and Enrollment Systems
3. Possession of a *Master's Degree
4. Possession of a *Scrum Certificate (Project Management Institute, Scurm Alliance, Scrum Nexus)
5. *Contractor must provide copies of certifications listed above.
