Our client is a leading commercially focused Texas-based bank holding company with a regional footprint in the banking financial services industry. They are currently seeking an experienced and analytical professional for their Payroll & HRIS Manager position at their corporate office in Houston, TX. This position will report to the HR Director.

Minimum Education & Work Experience Requirements:

  • Bachelor's degree in business, or related field
  • 10 years of experience working in a payroll administration role or similar capacity
  • 10 years of experience working in an HRIS management or HRIS analyst role or similar capacity
  • Certified Payroll Professional (CPP); or
  • An equivalent combination of education and work experience


Summary:

This position is responsible for managing and overseeing the administration of multi-state payroll for the company to ensure timely, accurate, and compliant processing of all payroll transactions. This position is also responsible for implementing and maintaining the applicable Human Resources Information Systems (HRIS) associated with the administration and processing of both payroll and benefits for the company to ensure continuous data integrity and retention of data and related information.

Essential Duties & Responsibilities:

  1. Develops, implements, and manages payroll processing policies, workflows, practices, and supporting system technologies to ensure the timely, accurate, compliant, efficient, and customer-centric processing of payroll transactions including, without limitation, salary and hourly wages, voluntary benefit deductions, garnishments, taxes, and other deductions.
  2. Cultivates and maintains a service oriented and customer-centric payroll services function within the department and company.
  3. Ensures, or otherwise oversees, the setup of multi-state payroll in accordance with applicable timing and compliance requirements.
  4. Oversees company-wide payroll processing to ensure all payroll transactions are completed in a timely, accurate, and compliant manner, as well as within internally established standards and protocols.
  5. Ensures all company payroll administration practices are compliant with all applicable local, state, and regulatory requirements.
  6. Ensures all payroll tax data and information is maintained in a timely, accurate, and compliant manner in the applicable payroll system(s) of record to ensure proper reporting to internal accounting and tax department personnel.
  7. Facilitates internally and externally initiated audits of payroll records, documents, and related activity by providing records and documents, as requested.
  8. Drives internal quality assurance and compliance adherence reviews and related initiatives to measure company compliance with applicable local, state, and federal regulatory requirements relating to payroll, as well as with applicable quality and efficiency standards established internally.
  9. Identifies and recommends updates to payroll processing systems and related applications, as requested.
  10. Identifies opportunities for internal efficiency optimization to facilitate the timely, accurate, and compliant processing of payroll related transactions and activities.
  11. Oversees retention activities pertaining to all payroll related records and documents to ensure consistent compliance with applicable regulatory requirements, as well as consistent adherence to internally established standards and protocols for the proper safeguarding of records and documents.
  12. Oversees service delivery from third-party payroll vendors to ensure the consistent delivery of quality service and support.
  13. Creates, or otherwise modifies internal payroll policies and procedures in response to regulatory updates, as appropriate.
  14. Generates various scheduled and ad-hoc payroll reports and summaries of data, information, and related activity, as requested.
  15. Ensures multi-state payroll set up is completed in a timely, accurate, and compliant manner.
  16. Interfaces with internal accounting and tax department personnel, as appropriate, in providing information relating to payroll earnings and payroll tax for corporate accounting and tax recordkeeping and reporting.
  17. Completes records, reporting, and other documentation as required by local, state, and federal governing agencies.
  18. Interfaces with the Benefits Manager to ensure all benefits related data and information is maintained in a timely, accurate, and compliant manner in the applicable benefit system(s) of record.
  19. Collaborates with the Benefits Manager in identifying and recommending updates to benefits administration technology systems, and related applications, as requested, for purposes of supporting internal customer service and cost effectiveness goals and objectives.
  20. Collaborates with the Benefits Manager in identifying opportunities and recommending initiatives for internal workflow efficiency optimization to facilitate the timely, accurate, and compliant processing of benefits related transactions and activities.
  21. Supervises the day-to-day activities of the companys HR information system(s) to ensure continuity and efficiency.
  22. Supports department management on structural policy matters related to the HRIS.
  23. Maintains data integrity in systems by regularly analyzing data.
  24. Works alongside appropriate internal IT department personnel to perform regular assessments and improvements to the HRIS.
  25. Interfaces with third-party HRIS vendor(s) to ensure system enhancements, modifications, and related implementations are carried out timely and accurately.
  26. Designs and drives implementation of user-friendly processes, guidelines, and documentation.
  27. Ensures all HR-related systems are compliant with data and record retention compliance requirements and related standards.
  28. Supervises one or more team member(s) at a time.
  29. Conducts performance appraisals of assigned team member(s).
  30. Assists in the process of recruiting, screening, interviewing, hiring, and training employees.
  31. Rewards employees and initiates personnel actions including documentation and termination under the guidance of senior Human Resources leadership.
  32. Addresses internal team member inquiry and concerns in a timely and appropriate manner.
  33. Supports the development and implementation of functional strategies and specific objectives for the department by identifying department accountabilities for ensuring departmental milestones are consistently met.
  34. Promotes collegiality, teamwork, mutual respect, and collaboration among all staff and contribute productively as a member of a diverse team.
  35. Adapt communication to the needs of audiences to build a sense of shared purpose in order to progress the work forward.
