Position Objectives:

JOB DEFINITION: Under limited supervision, performs a variety of law enforcement activities associated with investigating criminal activity on behalf of the Federal Height Police Department. Oversees the operation of the Detective Division under the direction of the Police Chief or his designee, to include, but not limited to, managing the investigations bureau case load, supervising investigators, taking investigative case assignments, training, problem solving, and liaison with other police personnel.

Duties and Responsibilities:

  • Supervises Detectives and assists them in handling difficult and unusual investigations as well as complex follow-up interviews; Assists prosecuting attorneys in case preparation and testimony for grand jury and trial; Conducts and participates in surveillance and undercover investigations; Monitors manpower and work load levels as they pertain to Detective Bureau operations; Takes command of the investigative activities of all police department personnel at the scene of a major or serious crime; Oversees pre-employment and pre-promotion personnel investigations including Computer Voice Stress Analysis CVSA; Conducts disciplinary and internal affairs investigations; Maintains investigative files, fingerprint records and disposes of evidence materials and property files in accordance with law and department policy and procedure; Prepares and submits periodic reports and records concerning Detective Bureau activity; Participates in departmental planning activities.


  • Investigates all crimes and criminal activity with a focus on felony cases. Crimes vary in complexity, including such crimes as forgery, sexual assaults, robbery, assault, vice, murder, and narcotics offenses. Reviews and assigns cases; reviews assigned case reports prepared by police officers and detectives. Follows leads; interviews victims, witnesses, informants, and suspects; collects evidence and maintains its integrity and chain of custody; delivers evidence to Colorado Bureau of Investigation for processing/analysis; sketches and/or photographs crime scenes; and develops cases. Coordinates cases with other jurisdictions as necessary.


  • Files charges with District Attorneys Office. Reviews and/or writes reports and case summaries. Prepares and executes arrest warrants and search warrants. Pursues, apprehends, and arrests suspects. Testifies in court. Leads and/or participates in surveillance activities. Supervises other personnel on crime scene. May write warrants for arrest for municipal cases for non-felony cases. May work in uniformed capacity, supervising patrol personnel. May work undercover.

  • Coordinates certain programs/projects for department as assigned, with assignments varying by incumbent. These assignments may include the following: CVSA; questioned document examination (handwriting analysis); SWAT team leader; firearms instructor; emergency vehicle operator course instructor; pursuit intervention technique instructor; advanced taser instructor; narcotics identification instructor; field training officer; North Metro Drug Task Force unit supervisor.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of practices and principles of criminal investigation.
  • Knowledge and understanding of the principles and practices of law enforcement.
  • Knowledge of applicable City, county, State and federal statutes, regulations, ordinances and codes.
  • Knowledge of the policies, procedures and goals of the Federal Heights Police Department.
  • Knowledge of and ability to apply appropriate self-defense techniques.
  • Skill and proficiency in investigating crimes and preparing cases for prosecution.
  • Skill in the collection and maintenance of evidence.
  • Skill and proficiency in use of firearms and weapons.
  • Skill in the safe and proper use of firearms in the course of work.
  • Skilled in the safe operation of assigned police vehicles.
  • Skill in the use and operation of assigned equipment, including but not limited to radio communications, radar, cameras.
  • Ability to prepare accurate and concise reports and records that may be used as evidence in courts of law.
  • Ability to read and interpret various codes, rules, regulations and laws.
  • Ability to read, comprehend and apply departmental policies and procedures to police duties.
  • Ability to communicate effectively orally and in writing.
  • Ability to work independently and exercise good judgment and decision-making.
  • Ability to physically protect oneself and others in threatening situations, and the ability to subdue and control individuals as required.
  • Ability to enforce ordinances, statutes and laws fairly, firmly and impartially.
  • Ability to use standard computer equipment and software including word processing, data base management, spreadsheet application.
  • Ability to establish and maintain effective working relationships with City management, employees, other law enforcement agencies, citizens, and the general public.
  • Ability to supervise, train, and develop employees

Minimum Requirements:

  • High school graduate or equivalent, required.
  • Bachelor's degree or equivalent combination of specialized education or training, preferred.
  • Possession of current Colorado P.O.S.T. certification.
  • Two (2) years of supervisory law enforcement experience equivalent to the Colorado POST certified Police Sergeant level or higher at a municipal, state, or county commissioned equivalently sized agency, preferred.

o Policing experience such as federal, railroad, private police, military, and correctional facilities law enforcement will not be considered.

  • Five (5) years of investigation law enforcement experience, preferred.
  • Must be at least 21 years of age and possess a valid Colorado Driver License.

ADDITIONAL REQUIREMENTS:

  • Physical fitness to perform the functions of the job.
  • This position may require a rotational period with the patrol division, depending on department needs.
  • Position may fill in for Patrol on an as-needed basis, depending on department needs.

WORKING ENVIRONMENTS/PHYSICAL REQUIREMENTS:

  • Physical activities include frequent sitting, standing, walking, occasional running, kneeling, crouching/stooping/squatting, crawling, twisting upper body, climbing, lifting up to 80 pounds, agility, dragging or carrying up to 160 pounds, coordination, hearing, speaking, vision and manual dexterity.
  • Work environment including working outdoors in cold and heat, noise, electrical hazards, chemicals, hazardous materials, explosive materials, weaponry, and mechanical hazards. Police personnel are exposed to various life-threatening hazards.
  • Daily driving is required.

Benefits:

The City of Federal Heights provides the following benefits to employees: 11 holidays, vacation accruals for full-time employees are based on years of service from 6.67-13.33 hours per month. Full-time firefighters accrue vacation based on years of service from 12-18 hours per month. Full-time employees accrue sick leave at the rate of 8 hours per month of service to a maximum of 960 hours. Part-time employees accrue sick leave at a rate of 1 hour per 30 hours worked. Regular full-time employees, except for police officers and firefighters, are required to participate in the Citys 401(a) retirement plan. A voluntary 457 plan is also available to all regular employees. Police Officers and firefighters participate in a State-approved retirement plan, FPPA.
