The Post Overdose Response Specialist (PORS) will deliver high quality, harm reduction focused, overdose follow-ups to individuals, families and businesses that have experienced an overdose. The PORS will be responsible for coordinating outreach events with first responder partners, documenting every encounter with individuals, and accurately report all data. The PORS will work with the Program Director to develop and present first responder trainings about harm reduction, substance use, safer use, and overdose. In addition, the PORS will be responsible for following up with individuals after the initial visit and on an ongoing basis for at least 3 months. The PORS will also be responsible for outreaching weekly with various first responders and other outreach staff to provide overdose prevention education and Naloxone distribution to communities in New Castle County, Delaware.


This position requires availability to be flexible and work during the days, nights and weekends as required.

Requirements

General Accountabilities

  • Meet with community partners on a weekly basis to go out on outreach.
  • Train any new first responder partners in harm reduction, safer use and outreach to people who use drugs.
  • Provide written and verbal harm reduction information on safer injection strategies, vein and abscess care, overdose prevention, Nasal Naloxone administration, sexual health and HIV/STI/Hepatitis transmission to at risk clients.
  • Provide and disseminate materials such as condoms, lube, safer injection equipment, Naloxone, brochures, educational materials, etc. that is culturally appropriate and increases the patients level of awareness and understanding of HIV/STI/Hepatitis transmission, risk and prevention strategies.
  • Provide clients with easily accessible and low threshold services that operate within a harm reduction framework.
    • This includes assisting clients with accessing support services such as primary care, substance use and mental health treatment, homeless shelters, housing and legal advocacy.
  • Conduct on and off-site trainings on overdose prevention and Naloxone distribution to active opioid users, their family, members of their social networks and service providers.
  • Serve as first responder and administer Naloxone during an overdose that may occur on or off-site.
  • Take the lead in daily operations of the Post Overdose Response program, making sure all supplies are in stock required for outreach.
  • Coordinate and document supported referrals and linkage to care.
  • Work with collaborating partners and other providers, CBOs, and patients to track completion of supported referrals and document status/progress in referral log.
  • Attend meetings, conferences, and trainings to expand knowledge of substance use disorder, overdose and drug use safety and other co-morbid conditions and related issues and be current on new developments as required by supervisors.
  • Complete all necessary paperwork, medical record documentation, and reporting requirements in a timely fashion.
  • Establish and maintain a good rapport and harmonious relationships with staff, patients, other program staff and collaborating partner agency/program staff.
  • Comply with all IMPACT Life policies and procedures.
  • Participate in IMPACT Life committees and subcommittees.
  • Perform all other duties as assigned by supervisor.


Job Qualifications

  • High School Diploma or GED Required.
  • Familiarity with and commitment to Harm Reduction theories required.
  • Minimum of two-year experience in public health, substance use treatment, emergency response, harm reduction, or related field preferred.
  • Certified DHSS Division of Substance Abuse and Mental Health Naloxone Trainer preferred.


Skills

  • Excellent verbal and written communication
  • Experienced with Microsoft Office Suite.
  • Excellent data entry skills.
  • Experience with EHR/EMR.
  • Self-directed, motivated, and flexible with the ability to work independently and as part of a team.
  • Strong organizational, interpersonal and communication (written and verbal) skills required.
  • Cultural and socioeconomic sensitivity in dealing with patients and staff of diverse backgrounds.

Travel/Special Requirements

  • Requires local travel within New Castle County, Delaware.
  • Must possess and maintain a car and a valid driver's license.
