Principal Operations Engineer:
The Military Satellite Communications (MILSATCOM) Systems Engineering, Integration, and Test (MSEIT) effort provides leading edge Systems Engineering & Integration (SE&I) for the Air Force’s Space and Missiles System Center (SMC). We support the Air Force’s acquisition of state-of-the-art systems, providing global secure, survivable, and protected communications for our nation’s warfighters. We seek technical individuals who will thrive in a highly collaborative work environment of small teams, using the most modern tools and methodologies to tackle the challenges of integrating complex space and ground communications systems.
Responsibilities:
- Provide expertise in system acquisition and transition planning, creating roadmap schedules, analysis, requirements verification, technical review of documentation, and integration for MILSATCOM programs in the acquisition lifecycle
- Develop and/or review various life cycle documentation to include, but not limited to: project reports, briefings, System Transition Plans, Operational Acceptance (OA) and Initial Operational Capability (IOC) Plans, Materiel Fielding Plans (MFP), Depot Maintenance Activation Plans (DMAP), Life Cycle Sustainment Plan (LCSP), OA/IOC criteria, agreements, Request for Proposal (RFP) material, etc.
- Lead and manage system transition to operations process and activities, facilitate timely OA/IOC criteria closure and collect artifacts, assess system modifications/upgrades/changes, evaluate readiness against requirements and schedules, monitor progress, identify/assess deficiencies and potential risks, document transition lessons learned for process improvement, and report status with recommendations to the Program Office
- Prepare for and/or facilitate transition planning forums and working groups to include, but not limited to: Transition Director forums, Integration meetings, Training Planning Team, Provisioning Conferences, technical design reviews, etc.
- Support depot activation planning and execution, provisioning, and evaluate sparing reports against requirements
- Create and manage electronic databases
- Travel: approximately 10%
Required:
- Bachelors of Science in technical field, such as Engineering, math, physics, computer science, or equivalent
- Microsoft Office – proficient
- DoD Acquisition Management (DoDI 5000.02) – proficient
- System transition to operations and support – proficient
- Oral/written communications (oral briefings, authoring documents) – proficient
- 10+ years related experience in DoD systems acquisition life cycle management and/or operations
- Program Office and HQ AFSPC process knowledge
- Experience in system transition to operations and support (Operational Acceptance, Initial Operational Capability)
- Working autonomously with gov’t customer, leading teams and projects, establishing/executing milestone and critical path schedules
- Experience developing/reviewing life cycle management documentation (Transition Plans, Materiel Fielding Plans, etc.)
- Understanding of DoD and joint service acquisition instructions and policy
Heavily Preferred:
- Masters of Science in technical field
- 10+ years MILSATCOM space operations experience
- HQ AFSPC staff experience
- MILSATCOM acquisition life cycle management and system transition
- DoD Top Secret clearance
- DAWIA Program Management Level 1 Certification
- Satellite Operations – proficient
- Systems Engineering – knowledgeable
- Agile software development – knowledgeable
- Technical Orders – knowledgeable
- Training – knowledgeable
- Contracting – knowledgeable
- Financial Management – knowledgeable
- Integrated Life Cycle Management – knowledgeable
Candidate must be a US Citizen and be able to obtain a Secret DoD Clearance. This is a full-time, fully-funded position located in Colorado Springs, CO.
