The employee shall provide Procurement Analyst personnel capable of assuring that PM DoD Biometrics aligns with policies, regulations, and directives, both prior to and subsequent to award of contracts and modifications. The Procurement Analyst personnel shall also review management decisions affecting changes in policies, procedures, and methodology to assure but are not limited to:



 




  • Assists Government staff with the development of Acquisition Requirements Packages (ARPs) to include Market Research, Performance Work Statements, Contract Data Requirements Lists, Service Contract Approval Requests and Justification and Approval memorandums.

  • Assists with the preparation of briefs and status updates on contracting activities to include quarterly Contract Management Review Boards, Contract Strategy approvals, and notifications to Senior Leadership of key contract activities to include release of Request for Proposal or Quote or Award of a contract action.




  • Assist the Government with input of contract artifacts into the Army Contracting Command’s Paperless Contract File within the Virtual Contracting Environment.

  • Provides advice in areas of planning, contractual strategy, and execution of their acquisition programs;

  • Reviews, evaluates, and provides advice concerning compliance with acquisition policies and procedures for the acquisition of commercial items, support services, grants, and other transactions;

  • Writes white papers, information papers, and position papers and prepares oral presentations of findings;

  • Conducts administrative reviews to assure compliance with policies, procedures, and regulations, as pertains to funds management, reasonableness of price, negotiation, formal source selections, contract disputes and use of socioeconomic programs; and

  • Serves as procurement analyst responsible for initiating, developing, and recommending contracting policies, procedures, guidance, and control for the PM DoD Biometrics.



 



Qualifications



Bachelor’s degree and three (3) years of relevant experience.  An additional five years of experience may be substituted for a degree.  Successful performance in the Procurement Analyst function requires at a minimum the ability to make recommendations with contracting expertise based on training and experience equivalent to or meeting Defense Acquisition Workforce Improvement Act Level II for Contracting.  The Procurement Analyst personnel need to possess a working knowledge of the FAR, DoD FAR Supplement (DFARS), and the Army FAR Supplement (AFARS).  Experience working procurement actions in a project management office or Army Contracting Center is highly recommended to be successful. Requires a secret clearance.
