What Our Client Needs

In this role, you will direct a wide variety of policy-driven projects and initiatives to mitigate risk, ensure compliance, and respond to internal and external policy requests. You will lead, influence, collaborate, and communicate with all levels of staff and individuals throughout the organization and in external roles to drive policy and legislative compliance. This role will be proactive in driving policy and regulatory changes to preempt and reduce risk, compliance gaps, and negative audit findings. It is responsible for providing adequate guidance, coaching, and training to organization Procurement colleagues, Requisitioners, and stakeholders. This role is also responsible for managing the policy and procedural impacts of legislative, community, and internal controls requirements. It helps to ensure the legislative, community and audit perceptions of the organization. It provides centralized support for response to audit recommendations.


This role leads the systemwide Procurement Policy and Legal Document Team, which focuses on ensuring the clarity and consistency of Procurement policy and legal documentation and templates. This team gathers information, responds to audit outcomes, communicates with campuses, proposes changes to policy and procurement templates, and leads education of compliance requirements. This role ensures that the organization is doing business in accordance with State, Federal, and organizational policy. Examples of key tasks include the review and refinement of the various policies, organization Procurement Terms & Conditions, and development of an organization Supplier Code of Conduct. This role partners closely with Human Resources, Labor Relations, and State Government Relations to represent organization Systemwide Procurement on compliance-related teams. It is responsible for instilling a Continuous Improvement approach to policy and legal compliance.


This role will lead the responses to comply with the Auditors request for organization Procurement to provide information. It helps provide more centralized oversight that reviews campus compliance action plans, monitors compliances across locations, monitors training participation, and provides end-user guidance. Establishes objectives, KPI's, and program timelines to manage human, financial, and physical resources with an extremely high degree of autonomy. Accountable for formulating and administering the policies and programs required to deliver improved compliance to the Procurement processes to affect overall organization-wide performance and reputation.


What You Will Do

40% Strategy: On a periodic basis, this relationship includes managing the review and selection of a banking partner, including campus-wide requirements gathering, supplier selection process, negotiations, and contracting decisions. On an ongoing basis, this relationship is responsible for communications, reporting, and performance management.


40% Leadership & Influencing: Principal liaison with various departments. Acts as a conduit with responsibility for sharing information and feedback between those groups. The Procurement Compliance Lead is the primary Procurement contact with government, regulatory, and industry associations associated with categories within the Special Programs' scope. Helps develop new processes and approaches; provides aggregated feedback metrics.


20% People Development: This role manages contractors in the delivery of training and compliance reporting. Regularly communicates and leads meetings with the organizations customers. Reduces risk to the organization by ensuring training and departmental compliance with procurement policy. Works in conjunction with end-users to develop specifications. Assists in the implementation of organization or system-wide agreements. Develops and manages systemwide training and education. Provides backup support for Department finance activities e.g., inter-campus reconciliations. Develops and manages systemwide monitoring and reporting for all categories within the Compliance scope. Develops, implements, and manages standardized processes and tools to support the organization's compliance.

Requirements

  • Minimum 5 years of policy and compliance-related experience.
  • Strong communication and interpersonal skills to communicate effectively with all levels and influence, both verbally and in writing.
  • Ability to use discretion and maintain all confidentiality.
  • Advanced project management skills.
  • Thorough knowledge of organizational or initiative processes, protocols and procedures.
  • Ability to multi-task with demanding timeframes.
  • Advanced knowledge of applicable policy analysis techniques.
  • Advanced analytical / problem-solving skills.

Preferred Qualifications:

  • Advanced knowledge of common organizational- or research-specific and other computer application programs.

Education:

Bachelor's degree in related area and / or equivalent experience / training required.


Salary:

Payscale: $103,000 - $120,000
