Job Description Requirements
B.S. or B.A. degree (4 year) (or Associates degree plus an additional 5 years' experience)
5+ years experience in Project Management and Business Analysis roles
Subject Matter Expertise/Experience with Website Platforms
Experience with developing RFPs
Intermediate-level skills MS Office Suite and MS Project
Preferred
Experience managing projects in state, county, or city governments or non-profit sector
PMP certification from PMI, or other Project Management certification
CBAP certification from IIBA, or other Business Analysis Certification

The Project is sponsored by Communications & Public Relations; a department within the Information and Public Records (IPR) Service Team. A key stakeholder is Information Services (IS).
The consultant resource for this position will be managed by the Enterprise Project Management Office.
The PM consultant will work with a small Project Team comprised on the sponsor and key stakeholders.
The Project team resources are located in the Courthouse (15 W Kellogg Blvd) and Metro Square (121 7th Pl E); impacted stakeholders are located throughout Ramsey County. **Ramsey County is operating in a hybrid work model; the resource will be required to be on site 1-2 days/week as needed. Work will be primarily conducted during standard business hours. Local candidates are preferred.
Business Need
By Nov. 2025, the following websites will be outdated, unsupported and at risk: Ramseycounty.us, RamseyNet, (link removed)
The websites are on Drupal 7 which is going away. Already on the extended Drupal support program.
Midlife refresh project in 2020-2022. In the discovery phase for the refresh, the team identified this end date of end of Nov. 2025. At that time, a decision was made by TGC to do a partial update to the site, and to postpone re-platforming the sites until its end of life
Project Background
The website has 7.7+ million page views and 3.9+ million visitors in the past year, likely more than our building visits.
The website is the first and sometimes only interaction with the county for many residents.
Keeping the website current, accessible, easy to search, and secure helps provide critical and timely information 24x7.
The website is a hub, or source of truth, that connects all of the county's public-facing digital platforms and resources, including: Elections information, Property tax and value lookup, Enterprise ECRM solution (iPayment), Recycling guide, Help for people in crisis, including 24x7 hotlines. Economic development hubs Procurement solicitation. Many, many more
In an emergency, we can quickly update information on the website which users can access to make timely decision

Primary Responsibilities
Understands the Project drivers and expected business outcomes.
Develops the Approach in collaboration with key stakeholders to achieve business outcomes.
Facilitates the day-to-day aspects of the schedule, budget, scope, and quality.
Collaboratively plans and executes Benchmarking/Market Analysis approach.
Documents, analyzes, and prioritizes requirements with key stakeholders.
Develops scope and content for Request for Proposal (RFP).
Develops high-level implementation timeline and milestones reflecting work after the RFP is posted.
Logs and follows through to disposition Project-related risks, action items, issues, and decisions; escalates issues and risks as needed.
Monitors progress, tracks time, and reports status.
