Navarro Research and Engineering is recruiting for a Quality Assurance Engineer 3 - Construction & Engineering in Los Alamos, NM.

This position will support the Los Alamos National Laboratory as a Navarro employee in a staff augmentation position.

The Quality Engineer will be part of the Institutional Quality and Performance Assurance-Quality Support Services (IQPA-QSS) group and will report to the IQPA-QSS Deployed Team Lead and Group Leader. The IQPA-QSS mission is to support Institutional Programs and Projects to ensure quality requirements are adequately implemented. The selected candidate will be deployed from IQPA-QSS to support the ASD Division (Scorpius) as its point-of-contact (POC) for quality assurance activities.
As the Quality Engineer, you will be responsible for ensuring quality requirements are incorporated into the program. You will provide support for quality procurement request, oversight activities and vendor surveillances to very compliance. Regular contacts with other resources internal and external to the IQPA-QSS organization are also typical to successfully execute responsibilities.
Typical responsibilities include, but are not limited to, the following:

  • Quality review/verification of procurement documentation at LANL or remote
  • Provide quality oversight/support during regular vendor/subcontractor status meetings remote via teams and Webex at vendor/subcontractor facility (as required)
  • Quality review/verification of in-process vendor/subcontractor activities at vendor/subcontractor facility
  • Quality review/verification of in-process documentation packages at vendor/subcontractor facility
  • Vendor/subcontractor surveillance to verify compliance in-process at vendor/subcontractor facility
  • Quality review/verification of final vendor/subcontractor documentation packages at vendor/subcontractor facility
  • Quality review/verification of ASD Item Conformance document packages
  • Support ASD Quality Council as ASD LANL alternate quality point of contact (LANL-QPOC)

Requirements

Bachelor's degree in engineering, quality assurance, industrial systems engineering, or related field and a minimum of 8 years of related experience, or an equivalent combination of education and relevant experience. At this level, post-graduate coursework may be expected. Additional consideration may be given to professionally recognized training and certifications in related fields.

  • Expert-level knowledge of quality assurance regulatory, contractual, and technical documents, e.g., DOE O 414.1D, 10 CFR Part 830 Subpart A, and NQA-1-2008 and 2009 Addenda
  • Extensive experience reviewing procedures and other documents to verify quality requirements have been adequately addressed and flowed down as necessary
  • Demonstrated ability using engineering principles and concepts
  • Serving as a quality point-of-contact while interacting with management and personnel on a regular basis to support effective implementation of the quality program
  • Providing technical expertise and initiative in identifying areas to which quality assurance practices may be introduced or enhanced
  • Defining and monitoring performance metrics and reports that measure QA program and/or process performance
  • Expert level experience and demonstrated skill in conducting research, investigating alternative solutions, and recommending solutions on problems affecting quality assurance.
  • Expert level skills to conceptualize and communicate QA concepts and applications to both technical and non-technical personnel.
  • Expert level technical knowledge in the application of engineering, environmental, procurement, construction, testing, operations, practices sufficient to comprehend specified engineering, environmental, procurement, construction, testing, operations, and certification requirements.
  • Performing duties of a Nonconformance Report Coordinator including the tracking, reporting, and fostering of timely closure of open nonconformance reports
  • Leading or participating in audits, surveillances, DOE reviews, and other assessment activities
  • Expert level knowledge preparing QA procedures for review, approval, and issues in accordance with requirements and/or standards.
