NM Regulatory Compliance Representative
Our client is a midstream company that owns and operates natural gas gathering, compression, dehydration, condensate processing and treating facilities, located approximately 20 miles to the northeast of Roswell, New Mexico. In addition to traditional midstream services, they also employ proprietary nitrogen rejection and helium recovery units.
Major Responsibilities/Accountabilities:
Exhibit knowledge regarding New Mexico Environmental Department (NMED) emissions permitting and reporting requirements such as the GCP and NSR permitting programs, annual emissions reporting, NMED Part 50 Oil and Gas Ozone Precursor Pollutant Regulations, and other regulations from NMED affecting oil and gas operations.
Exhibit knowledge with the New Mexico Oil Conservation Division (NM OCD) regulatory requirements such as Part 27 and Part 28 regarding natural gas waste rules and reporting, and Methane Mitigation Plans.
Exhibit knowledge with the New Mexico Public Regulation Commission (NM PRC) in regard to pipeline safety reporting, excavation safety rules, and emission reduction programs administered under the PIPES act, section 114.
Exhibit knowledge with state call before you dig 811 requirements and mapping programs.
Compile and submit additional regulatory reports to Federal, State, and Local governmental entities. Work with operational personnel to ensure compliance with applicable rules and best practices.
Exhibit proficient working knowledge with Department of Transportation regulations under PHMSA that apply to Type C and Type R gathering lines.
Become familiar with industry specific software to proficiently develop informational reports and presentations utilizing the data collected and extracted.
Position Requirements:
Knowledge/Experience:
Bachelor of Science degree from an accredited university in Environmental Science, Safety, Engineering, or a related technical discipline
Minimum of 3 years of progressively increasing responsibility in environmental and regulatory duties, preferably in Oil & Gas, Petro-Chemical or Manufacturing industry
Working experience under various EHS Management System equivalent to ISO 14001/18001 /etc.
Valid drivers license

Skills:
Ability to identify Environmental Impacts and create mitigation strategies for operations.
Risk Controls Identification Implementation of Comprehensive EHS Program
Read, Interpret, and Implement Compliance with Government Regulations or Industry Standards, industry and chemical safety documents/publications, operational and maintenance instructions on various equipment, and industry procedural documents.
Abilities/Behaviors:
Able to visit operating and potential work sites in remote locations, with potential exposure to loud noises, operational mechanical equipment, chemicals, various climate changes, and other operational hazards.
Position may require frequent standing, walking, sitting, stair climbing, and operation of a motor vehicle.
Able to travel approximately 35 percent of the time to various operational areas within the Roswell, NM operational area.
Able to respond to emergency events (with potential travel) and participate in a technical or leadership
