Description

We are now seeking a Regulatory Policy Analyst who will collaborate with the Project Director, SMEs, and other IntegrityM team members, as necessary, to define potential areas or topics for analysis.

Responsibilities

  • Provide research assistance for issues, policies, laws, regulations, and industry standards, primarily in Medicaid, CHIP, and School Based Services (SBS)
  • Provide research assistance with developing the Technical Assistance (TA) Plan, training materials, templates, tool kits, cheat sheets, FAQ, etc.
  • Provide research assistance, stakeholder outreach, and education services
  • Provide research assistance in response to requests from the Medicaid SBS mailbox
  • Provide research assistance with developing the Biennial Reports and Evidence Based Measures
  • Maintain Compliance with data security requirements


Requirements

Qualifications

  • Minimum Education & Experience: Bachelor's + 7 years of experience
  • Bachelors in Public Health, Public Policy, Health Services or a related field is ideal
  • Experience using Microsoft Word, Excel, PowerPoint and SharePoint


The selected candidate will have knowledge and thorough understanding and experience of the following:

  • The Medicaid Program. This includes an understanding of the Medicaid programs primary programmatic components, beneficiary populations, Medicaid payment methodologies, regulations, statutes, and Medicaid data systems.
  • Medicaid State Plan process expertise, including an understanding of the drafting of an approvable Medicaid state plan methodology and all federal regulatory requirements associated with that process.
  • Medicaid Cost Reporting process expertise, including an understanding of the development and implementation of a Medicaid cost report and documentation related to that process.
  • Medicaid and CHIP financial data reporting on the CMS-64, particularly with the documentation of claims for purposes of supporting an audit.
  • Understanding of Medical Coding, particularly with coding a claim that may or may not be accompanied by a diagnosis of a patient as often happens in schools.
  • An ability to effectively use and analyze large amounts of state, territory, and federal Medicaid data sources as well as identify and use other available access to care data sources.
  • The understanding and ability to produce reports that are completed at a level that policy analysts at CMS would easily understand and that support the purpose of this SOW.
  • An understanding of the Individuals with Disabilities Education Act policies and procedures that ensure students with disabilities receive a free, appropriate, public education in accordance with their individualized education plan.
  • An understanding of federal programs designed to assist schools attract and retain qualified education, health and mental health professionals who can provide school-based services.
  • An understanding and ability to produce reports that are at a level that policy analysts at CMS and in state and territory governments would easily understand.
  • Experience analyzing financial data.
  • Experience with program evaluation.
  • Experience in conducting Webinars to large audiences and report outcomes.
  • Conduct policy research and use to identify opportunities and solutions
  • Past experience in policy development or drafting technical documents is a plus
  • Provide recommendations for improvements process and procedures
  • Demonstrated knowledge of Medicaid federal and state specific laws and regulations.
