This position is Term Limited until September 29, 2026

Hybrid.
Predominantly telework with a minimum of one in-person meeting a month. This is subject to change due to the BHAs need.
8-5 Monday through Friday

About this Unit:

This position is located within the Colorado Department of Human Services (CDHS), Behavioral Health Administration (BHA) which leads and promotes the States behavioral health priorities, ensures that behavioral health services respond to the changing needs of communities, monitors State and local data, and continuously evaluates State efforts. In collaboration with other state agencies, the BHA is accountable for the delivery of behavioral health services in Colorado. It bestows a streamlined and efficient government approach to support quality care while minimizing the burden to providers so that they can focus on service delivery. The BHA is responsible for behavioral health policy development and effective collaboration with cross sector partners working in and around the behavioral health system and along the continuum from prevention to treatment and recovery. The BHA works in partnership with State agencies to reduce bureaucracy and fragmentation.

The Behavioral Health Administration (BHA) is responsible for policy development, service provision and coordination, program monitoring and evaluation, and administrative oversight for the public behavioral health system. BHA funds, supports and monitors numerous mental health and substance abuse community programs and providers, and reviews and designates the States 27-65 providers and licenses substance use disorder service providers. BHA executes the States federal responsibilities as the State Mental Health Authority and the State Substance Abuse Authority for the purposes of administering federal mental health and substance abuse block grant funds.

This position exists within the Adult Treatment and Recovery work unit. The team has responsibility for program oversight, technical assistance, programmatic monitoring, and collaboration with stakeholders and outside agencies related to a broad spectrum of behavioral health services. It evaluates service quality, manages contracts, grants oversight, and serves as a contact for outside agencies pertaining to issues of behavioral health service provision, and advocacy for Coloradans with substance use and mental health disorders.

In 2021-22 the Colorado Legislature created a new suicide prevention 988 hotline and with crisis response services with a new business enterprise structure that is supported by the Behavioral Health Administration and its Finance and Contract area. The bill requires the Department to implement the 988 crisis hotline enterprise. The enterprise is and operates as a government-owned business within the department of human services for the business purpose of imposing cell phone charges and utilizing the charges' revenue to fund the 988 crisis hotline and provide crisis outreach, stabilization, and acute care to individuals calling the 988 crisis hotline.

About this Position:
This position has the primary responsibility for the implementation of the 988 State and Territory Improvement Cooperative Agreement issued by the U/S Department of Health and Human Services, Substance Abuse and Mental Health Services Administration.

Summary of Job Duties:

Project Director SAMHSA 988 Grant :
Manage all programmatic aspects of the SAMHSA 988 State and Territory Cooperative Agreement to include:
  • Support the effective discharge of duties within the Behavioral Health Administration and in response to SAMHSA requirements and assure integration with the larger Colorado 988 Enterprise Board strategy.
  • Meet regularly with 988 Enterprise Program Manager, 988 Contracts Administrator, and BHA Grants Manager to determine upcoming needs, priorities and deadlines in regards to 988 State and Territory Cooperative Agreement
  • Maintains an effective information tracking system, review documents to support knowledge management across multiple community, state and federal partners
  • Meetings include but are not limited to: Meetings with contractors, Weekly 988 staff meetings, Monthly with BHA teams (Contracts, Comms/Marketing, Fiscal/Grants, Data) to coordinate 988 effort and planning, Monthly 988 Enterprise Board Meetings
  • Monthly or more frequent meeting with subcontractors working on the 988 State and Territory Improvement Project to monitor programmatic performance
  • Monitor project timelines and schedules for 988 State and Territory Improvement Grant. Send reminders and consolidate information for these efforts. Keep 988 Enterprise Manager apprised of timeline progress and grant compliance
  • Assist with SAMHSA reporting - coordinating and tracking information needed for monthly and quarterly reporting and support to 988 Enterprise Manager for the 988 State and Territory Improvement Project
  • Edit official office reports, correspondence, and presentation/meeting materials and other documents for accuracy and prepare for approval by the 988 Enterprise Program Manager, 988 Enterprise Board and Behavioral Health Administration.
  • Prepare documents with the input of other team members. Editing and providing quality assurance on public facing documents and reports. Review, file and/or monitor confidential information.
  • Prioritize information requests from federal, state & local officials and 988 Enterprise Board members and respond to deadlines.
  • Contract monitoring support including invoice review and tracking for all subcontractors involved in the grant
  • Other assignments as needed to support 988 Enterprise Program Manager in execution of this Project
Active Contract Management for 988 SAMHSA Grant deliverable :
This position serves as the BHA Staff Authority related to the establishment of protocols for the coordination between the 988 call center in Colorado and Colorado Public Safety Answering Points (PSAPS). A primary goal for the SAMHSA grant is to bring stakeholders together to support the development of these protocols, having universal principles, tailored to community needs, prioritizing community informed practice.
  • This position is responsible for developing a solicitation with the BHA Procurement and Contracts team to hire a company to support this project, including identification of statement of work and key performance indicators
  • Incorporate the principles of Targeted Universalism in this work
  • This position travels to communities to meet with key stakeholders to listen to local needs for incorporation into 988/911 collaborative protocols.
  • Programmatic oversight and responsibility for all subcontracts developed under this Cooperative Agreement totaling approximately $3.5 million per year
  • This position assists the 988 Enterprise in Contract Management
  • Other duties as assigned

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Option 1 (Minimum Qualifications)
  • Eight (8) years of experience in grant management/administration, program management, and/or project management.
  • Please note: This experience must be clearly documented on your application and the supplemental questions must be answered.

Option 2 (Substitutions)
  • Bachelor's degree from an accredited institution in public health, behavioral health, criminal justice or other related degrees.
  • Three years of professional experience in grant management/administration, program management, and/or project management.
OR
  • Appropriate education will substitute for the required experience on a year-for-year basis
  • Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.

Preferred Qualifications:
  • Prior 988 System Work
  • Experience working with populations experiencing crisis such as 911 call centers, suicide prevention hotlines, etc.
  • Knowledge and understanding of 988 and public safety answering points
Conditions of Employment:
  • This position is designed as hybrid; employees must maintain a home office, internet, and possibly phone to complete required job duties or report to the office
