Duties

This position is located in Yosemite National Park at the El Portal location. The purpose of the position is to perform a wide variety of tasks involved in the development of cartographic products including but not limited to field data collection, compilation, editing, and map production (web or digital); Global Positioning System (GPS); and Geographic Information System (GIS) technical support functions.

Technician work is typically associated with and supportive of a professional field; work may involve substantial elements of the work of the professional field but requires less than full knowledge of the field involved. This position is intended to report to a specialist or resources manager in the same or a related field. If the incumbent is not supervised by a professional specialist in a related profession, then technical direction must be obtained from a specialist in a central office or center.

The position is distinguished from similar positions at the GS-06 level in the following ways: assignments require that the incumbent have greater knowledge, experience and judgement in order to complete a variety of conventional projects of relatively limited scope; independently resolve problems for which precedents exist; select, from several alternatives, the most appropriate course of action for planning executing work; and apply a wide range of conventional methods and solutions to new situations. As a result, the position has a broader scope and effect; unlike lower graded positions, this position directly affects the design, content, resolution and accuracy of cartographic products and/or the design, operation and adequacy of GIS activities.

Yosemite National Park, California, known worldwide for its spectacular natural beauty is the backdrop for this position. Sitting astride the Sierra Nevada Mountains, the park covers 1,182 square miles of varied wilderness ecosystems, from river valleys to alpine meadows to lofty 13,000 foot high peaks. Yosemite Valley is located 208 miles from San Francisco, 81 miles from Merced, and 94 miles from Fresno. Shopping, medical, postal and laundry services are available in the park. Elevation at the Valley floor is approximately 4,000 feet and 2,200 feet in El Portal. The park is open year-round with the majority of activities occurring during the busy season March through October.

Appointment subject to background investigation and favorable adjudication.
Meet Selective Service Registration Act requirement for males.
Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
Government housing may be available.
Travel, transportation & relocation expenses will not be paid. Relocation expenses will be the employee's responsibility.

Qualifications

All qualifications must be met by 11:59 EST when the 'applicant cut-off' is reached (which may be sooner than 12/19/2023).

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

To qualify for this position at the GS-07 grade level, you must possess at least one of the following minimum qualifications:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: technician work to compile, reduce, store, retrieve, analyze, and report data and other resource management information; cartographic, engineering, or biological technician work that involved the application of GIS/GPS practices on cultural, resource conservation, or land management when combined with knowledge of GIS software and hardware operations and equipment. EDUCATION: Successful completion of at least one full year of graduate level education (18 semester hours) in courses directly related to the work of this position such as cartography, astronomy, geodesy, photogrammetry, oceanography, computer science, land surveying, geophysics, or remote sensing. Successful completion of a COMBINATION of education and experience as described above. Combination can include: six months of the specialized experience (50% of the experience requirement), and 9 semester hours of graduate level study in courses directly related to the work of this position (50% of the qualifying education). Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ICTAP/CTAP Statement: Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
