About the CWDB

The CWDB is recognized nationally as a progressive and experimental state workforce department, charting a path to a High Road economy and approach to workforce development grounded in the principles of social equity, environmental sustainability, and resilience and quality jobs. Over the past decade, the CWDB's budget, programs, and staff have grown exponentially using federal and state workforce funding to pilot new sector-based workforce initiatives and develop policy solutions that address the quality and accessibility of jobs in addition to training. The CWDB is a stand alone state agency, is not part of the Employment Development Department, and is under the larger umbrella of the California Labor and Workforce Development Agency. Job Description and Duties
Under the general supervision of the Information Technology Manager I, the Information Technology Associate is responsible for activities and processes associated with data collection, data analysis, and data quality for the Data Management Administration (DMA) unit.

The incumbent serves as a business analyst for DMA activities, including analyzing business processes, producing technical documentation, developing stakeholder relationships, supporting administrative processes, eliciting data requirements, and supporting data exchange and integration methodologies.

The incumbent receives generally defined objectives, priorities, deadlines, and assistance in unusual situations that do not have clear precedents. The incumbent plans, executes, and handles problems and deviations in work assignments in accordance with instructions, policies, training, or accepted practices. The incumbent determines which of several available alternatives to use and uses judgment in interpreting, adapting, and applying guidelines to specific cases or problems.

Special Instructions:

Hybrid Telework Options Available- The California Workforce Development Board (CWDB) headquarters is located in Sacramento, CA. The CWDB has adopted a hybrid telework schedule, and staff will be required to report to the office as needed and according to the departments hybrid telework policy. Terms of the telework schedule are subject to Branch/Division needs and CWDB policies and should be discussed with the hiring manager during the interview process. Travel expenses to and from the assigned headquarters are the responsibility of the employee.

Department Information

The California Workforce Development Board is the Governor's agent for the development, oversight, and continuous improvement of California's workforce investment system and the alignment of the education and workforce investment systems. The State Board and its staff provide active ongoing policy analysis, technical assistance, and program evaluation to inform and shape state policy on the design of state workforce policies and their coordination with other relevant programs, including education and human service programs. The State Board, in consultation with Workforce Innovation & Opportunity Act (WIOA) state plan partners, drafts the State Plan and serves as the broker, convener, facilitator, and matchmaker to bring the disparate elements of the state's workforce, education, human services, and economic development programs into alignment through coordinated partnership.
