Duties

As an IT Specialist (ENTARCH/INFOSEC), you will:
  • Serve as the Fiscal Service expert regarding the Bureau's enterprise ICAM services such as Single Sign-On (SSO), Public Key Infrastructure (PKI), Lightweight Directory Access Protocol (LDAP), or Identity Management infrastructures and as such, interface with Fiscal Service, Treasury and Treasury agencies, Federal Reserve and franchise customer personnel on matters relating to this area.
  • Engineer and propose new designs for the Fiscal Service enterprise ICAM services of SSO, PKI, LDAP, or Identity Management architecture to meet Presidential, Office of Management and Budget (OMB), and Departmental requirements. Defend those designs when scrutinized by agency and bureau heads and their staff. Once successfully defended, build and maintain the architecture to designed specifications. Ensure the architecture successfully meets or exceeds the functionality and security specifications required.
Provide in-depth trouble-shooting support to ISS and other organizations and agencies regarding enterprise ICAM services of SSO, PKI, LDAP, or Identity Management hardware, software and computer operations.
  • Work with Department of Homeland Security (DHS), the Department, and Bureau heads and staff to review and update policy, regulatory and procedural material in order to assess the impact on existing enterprise ICAM services of SSO, PKI, LDAP, or Identity Management hardware, software, and systems, as well as the effects on the planning process. These policies and regulations impact enterprise ICAM service and related programs throughout Treasury, Treasury Bureaus, and in some instances all Federal Government.
  • Develop policies, standards and standard operating procedures required for the implementation of Fiscal Service's enterprise ICAM services of SSO, PKI, LDAP, or Identity Management architecture which directly impacts programs throughout Treasury, Treasury Bureaus, and in some instances all Federal Government.
  • Develop long-range configuration and conversion plans to assure continuity of enterprise ICAM services as new equipment and systems are phased in.

  • A one year probationary period may be required.

  • Obtain and use a Government-issued charge card for business-related travel.
  • File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.
  • This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. Qualifications

You must meet the following requirements by the closing date of this announcement.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience:
For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility at the GS-12 level in the Federal service or equivalent, which have equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes experience performing Information Technology (IT) work that involves ensuring the confidentiality, integrity, and availability of systems, networks, and data through analysis, planning, design, implementation, and troubleshooting of enterprise structural frameworks in order to meet goals and needs of an organization.

Examples of such experience could include:
  • Tier 3 or 4 equivalent level experience in Identity Credentialing and Access Management (ICAM) services; OR
  • Tier 3 of 4 equivalent level experience designing, engineering, and deploying custom IT systems covering a wide range of server OS( Operating System), software, management, and remote support technologies and techniques.
AND
In addition to meeting specialized experience, applicants must have proficiency in each of the four competencies listed below.
  • Attention to Detail, such as ensuring the architecture successfully meets or exceeds the functionality and security specifications required.
  • Customer Service, such as providing technical guidance in the use of various prototyping products.
  • Oral Communication, such as participating on technical evaluation teams evaluating vendor proposals.
  • Problem Solving, such as providing in-depth trouble-shooting support.
