Position Summary

Brief Description of PSU/School/Dept
This position exists within the Oregon Center for Career Development in Childhood Care and Education (OCCD), a non-academic unit of Portland State University. OCCD promotes the quality of childhood care and education for Oregons children and families by providing a statewide career development system for practitioners :(link removed)

Position Summary
The Program Manager has the primary responsibility for managing all administrative operations within incentive programs at the OCCD, including; provide professional leadership to stakeholders, partners, and educators; program development activities; equity focused policy analysis and revision; data analysis and reporting; budget monitoring; and supervision of employees.

This work is performed in a hybrid-remote environment and facilitates statewide decision-making with advice and guidance from state advisory committees. This work is performed with considerable independence under the general guidance of the OCCD Director and ensures programs are accessible to Oregons diverse cultural, social and economic communities. This position requires accountability and responsibility for final results for program implementation.

Minimum Qualifications
  • Bachelors Degree in educational policy and leadership or related field from an accredited institution.
  • Three or more years of supervisory experience.
  • Experience in scholarship or incentive program administration.
  • Experience independently conducting data analysis and reporting.
  • Ability to work independently in a fast paced, multi-project environment with a high degree of professionalism and effective communication.
  • Proficient with business software such as Microsoft Office products and Google Suite.
  • Successful completion of a background check.
  • A valid State-issued drivers license with the ability to travel regionally and nationally.


Preferred Qualifications
  • Masters degree in educational leadership and policy or related field.
  • Bilingual Spanish/English, Russian/English, Vietnamese/English, or Chinese/English.
  • Advanced leadership in professional associations as indicated by elective or appointive offices held, awards, honors, and/or commendations.
  • Knowledge of and participation in state child care and education professional development systems.

Monday-Friday 8am-5pm

Total Compensation Range & Benefits Statement
Salary is dependent on several factors, and new employees will typically start around the Q1 level to allow for later growth within the salary band. PSU has a structured process for determining starting compensation, taking into account years of related experience, applicable skills, knowledge and abilities, market parity, and internal equity.

The starting annual salary for this position will be between $59,556 and $68,952, but may be negotiated above this range, dependent upon the factors above, the budget of the hiring department, and approval from HR.
