Integrated Security Technologies, Inc. (IST) designs, installs and services integrated electronic and physical security systems (access control, intrusion detection, video surveillance, physical barriers, etc.) for government and commercial entities. Though based primarily in the mid-Atlantic region, our team members dispatch to locations throughout the nation and occasionally overseas. IST is searching for a Requirements Analyst in Washington, D.C.

The Requirements Analyst will review workflow, analyze data, and otherwise determine the needs of projects and project stakeholders.

Duties and Responsibilities

  • Elicit, analyze, validate, specify, verify, and manage the needs of project stakeholders.
  • Elicit requirements using interviews, document analysis, requirements workshops, surveys, site visits, business process descriptions, use cases, scenarios, business analysis, product analysis, task and workflow analysis.
  • Serve as the conduit between the project manager, customers, end-users, vendor community and other stakeholders with related or interrelated processes and requirements.
  • Management of the requirements specification and verifying the fulfillment of all requirements.
  • Work with the project manager and/or project sponsor to document vision and scope.
  • Write requirements specifications according to standard templates, using natural language simply, clearly, unambiguously, and concisely.
  • Decompose high-level business and user requirements into functional requirements, and then (as required) corresponding technical and operational requirements.
  • Define quality attributes, external interfaces, constraints, and other nonfunctional requirements.
  • Lead requirements analysis and verification, ensuring that requirement statements are complete, consistent, concise, comprehensible, traceable, feasible, unambiguous, and verifiable, and that they conform to standards.
  • Documents as-is and to-be process flows.
  • Participate in peer reviews and inspections of requirements documents. Participate in peer reviews of work products derived from requirements specifications to ensure that the requirements were interpreted correctly.
  • Manage requirements traceability information and track requirements status throughout the project.
  • Manage changes to baselined requirements through effective application of change control processes and tools.
  • Identify best practices, effect re-engineering, business management techniques, continuous process improvement, root cause analysis, planning, assess/develop/recommend performance-based metrics, and organizational development, activity.
  • Ensures all work products are complete, accurate and conform to FDIC standard.
  • Assist with the development of physical security requirements engineering policies, procedures, and tools.
  • Write test plans, test scripts, organize and execute testing, and track issues to resolution.
  • Provides timely status updates to project management.
  • Supports and ensures adherence to FDIC policies and procedures.

Reports, Dashboards and Data Analytics

  • Data analysis and development of data visualizations, reports and dashboards:
    • Daily building entries core sites on main dashboard, FOs, and ad hoc
    • Quarterly programmatic metrics/dashboards (barrier, badging, training, lock services, FSAs, ESS)
    • Operational dashboards for ESS Tasks, Badging Activity, Facility Security Assessments
    • Field Office dashboards
  • Data preparation including profiling, integration, cleansing and structuring data using Tableau Prep Builder (daily entry, USAccess, Active Directory Info)
  • Data analysis in numerous areas of PHYSEC (e.g. comparing various raw data from disparate systems for badging purposes)
    • USAccess applicant status
    • Active Directory Info

MPLS Migration Specific

  • Project management (project plans, action items, issues, risks, etc) and ServiceNow project schedules
  • Action item log spreadsheet and product backlog management (extensive tracking of various workstreams)
  • System ATO security assessment documentation assistance & PO&AM finding mitigation (resulting from SCA process)
  • Coordination with other stakeholders (e.g. ISMs, OCISO, DIT, EA, DAUX, etc)
  • Weekly coordination meetings
  • Establishment of ESS lab and ongoing testing and evaluation efforts
  • Tracking and deployment of DIT assets to the field in support of PROD migration

Misc

  • Business process analysis, re-engineering and workflow development (e.g. Locksmith Services, Audit Log Review Processes for ESS Systems)
  • Development of business tools and applications using SharePoint, Microsoft Power Platform including Power Apps and Power Automate
    • ESS Tasks app
    • Locksmith Services app
    • Audit Log Review app
    • Badge Office Activity Reporting tool
    • Facility Security Assessment tool
  • Alternative analysis, cost benefit analysis and business case development to support demand intake and other decision support
  • EVMS data management, administration and archiving/purging
  • Coordinates and/or participates in various meetings with wide-ranging stakeholders (DOA, CIOO, JCSS, vendors, etc) supporting overall SEPS initiatives
  • PACES requirements development
  • ServiceNow SME in support of ESS inventory and asset management

Requirements

  • Minimum eight (8) years of experience as a requirements analyst, management specialist, or business analyst, and two (2) years developing physical and electronic security requirements.
  • Have or obtain PL900 (MicroSoft Power Platform) certificate from MicroSoft within 30 90 days with 30 days preferred.
  • Experience in implementing both Commercial Off the Shelf (COTS) and custom development and/or systems integration projects.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Excellent customer facing skills and a demonstrated proactive approach to problem-solving to include demonstrated experience in the below skillsets:
      • Interviewing able to talk with individuals and groups about needs and ask appropriate questions to surface essential requirements information.
      • Listening skills able to comprehend what people say and detect what they may be hesitant to say.
      • Analytical skills able to critically evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a more general understanding, and distinguish solution ideas from requirements.
      • Facilitation skills able to lead requirements elicitation workshops.
      • Observational skills able to validate data obtained via various techniques and expose new areas for elicitation.
      • Writing skills able to communicate information effectively to customers, managers, end-users and technical staff.
      • Organizational skills able to work with a vast array of information gathered during elicitation and analysis and cope with rapidly changing information.
      • Interpersonal skills able to help negotiate priorities and resolve conflicts among project stakeholders.
      • Modeling skills able to represent requirements information in various formats and contexts including graphical, visual, textual and others.
  • Experience with assessing and applying multiple organizational and management improvement techniques in a government environment.
  • Experience with all phases of a typical project life-cycle including, but not limited to, sourcing management and process improvement activities, business analysis, design, configuration, testing, data conversion, change management, and immediate post go-live support.
  • Experience in supporting decision- making and problem-solving processes leveraging analytical skills.
  • Excellent communication skills, both written and verbal.
