DHS S&T requires assistance and expertise in identifying, analyzing, and interpreting privacy, disclosure, policy, and oversight related rules and regulations, assisting FOIA and Privacy Act (PA) Specialists with processing requests, as well as coordinating outreach programs and stakeholder partnerships that enhance and support privacy and disclosure related activities within DHS. The Contractor shall provide the necessary level of professional and technical assistance to support the Departments privacy and FOIA mission.


Duties:

  • Prepare Privacy Threshold Analyses (PTA); System of Records Notices (SORN); Privacy Impact Assessments (PIA); and Privacy Act (PA) statements to analyze new or proposed changes to existing technology, sharing agreements, and programs to identify privacy risks and provide possible mitigation strategies;
  • Perform assessments and analyses of projects and studies that require analysis of interrelated issues such as legal compliance, policy compliance, and regulatory compliance;
  • Gather all relevant information concerning systems collecting personally identifiable information by program offices to determine which compliance documentation is required;
  • Coordinate efforts of program offices, project managers, and staff to complete privacy-related assessments, analyses, and other related projects;
  • Participate in review meetings and analyze documents and other materials during the privacy compliance reviews;
  • Draft and edit documentation such as project plans, reports, analyses, and other types of documentation;
  • Implement privacy solutions from both a technical and governance perspective;
  • Works with system engineers and developers to build and maintain data infrastructure for the optimal extraction, transformation, and loading of data;
  • Works cross functionally (product and data engineering, analytics, architecture) to develop a framework for implementing privacy-by-design practices;
  • Inspect code before system deployment to assess privacy risks;
  • Identify methods for data encryption, anonymization and pseudonymization to protect personally identifiable
    information;
  • Other duties as assigned.

Qualifications:

  • Bachelors Degree required;
  • Position requires a minimum of 10 years experience
  • PTA, PIA, SORN knowledge/experience required
  • CIPP, CIPP/G or other designation from the International Institute of Privacy Professionals (IAPP) preferred
  • US Citizenship
  • Must be able to meet all security eligibility requirements
  • Position located in Washington, DC.
