Job description:

The contractor shall provide a Project Management Team consisting of one (1) lead Project Manager and two (2) additional Project Managers for project management services on a medium complexity, mid-level information technology project at the Client. This SOW is for a time and materials contract and reflects tasks to be provided by the Project Management Team working in collaboration with the Project Management Office (PMO), the Political Reform Division (PRD) as well as the Information Technology Division (ITD).



The Client plans to engage separate consultants/contractors for Project Management, Security (including Payment Card Industry Data Security Standards), Systems Integration, Independent Verification and Validation, Test Management and Organizational Change Management.

Required Qualifications for Lead Project Manager:

Seven (7) years of broad, extensive and increasingly responsible experience applying PM principles, methods, techniques, and tools. At least four (4) years of that experience must have been as a senior PM of one or more large or complex IT project.





Possession of (a) a Bachelor’s Degree, and (b) a valid Project Management Professional (PMP) certification from the Project Management Institute (PMI), which will be verified during the RFO process.

Additional qualifying experience may be substituted for the required education on a year-for-year basis. The PMP certification is required and may not be substituted with additional experience.





Five (5) years of proven experience on State Government Information Technology (IT) projects in a leadership role over multidisciplinary teams that include technical and business staff, and working with consultants and stakeholders (such as agency executives, contract managers and staff, independent vendors, independent project oversight consultants, independent validation and verification consultants, state staff and vendors).





One (1) year managing other project management staff on a medium-complexity or high-complexity project. The management must involve coordination with a System Integration entity and multiple program areas within a state agency (e.g. vendor and information technology department and program level team).





Two (2) years proven experience in the role of a lead Project Manager on at least one (1) project of similar size, scope and complexity to the CARS Project. The Project Managers must demonstrate experience in all aspects of managing the referenced project – from project start to finish – even if not all on one project. The Project Managers’ scope of responsibility for managing a medium to large-scale integration project must include supporting efforts to manage a system integration vendor.





At least three (3) years of experience using Microsoft Office suite of productivity tools including Microsoft Project versions 2010 or newer.

The following are desirable qualifications, skills and experience for

both the Senior Project Manager and Project Manger(s) may possess:



1. Experience using Salesforce

2. Experience in agile project management.
