Job Summary

This is a key position, requiring a demonstrated seller/doer and top performer who is well established in the Mid-Atlantic marketplace. This position requires experience in transportation practice growth, project team development, and a sound understanding of the transportation market and project delivery. The individual must demonstrate project management in rail + transit planning and design, rail systems design, and/or program management. This individual will collaborate company-wide on strategic transit and transportation pursuits and, as needed, support delivery of those projects. The duties include client development, proposal support, and management of projects and project teams.

Responsibilities & Qualifications

Project Functions
  • Provides a significant contribution to winning projects as Project Manager or key team member.
  • Serve as Project Manager on projects where beneficial to the Company and the project; and assume the financial, staffing, scope and schedule management responsibilities of that role.
  • Has demonstrated experience and can serve as key technical lead in planning, design, and/or construction management of significant rail related projects.
  • Lead responsibility for the preparation of the project proposals for rail/transit clients.
  • Directs the preparation, tracking and submission of the project deliverables.
  • Preparation and tracking of project schedules and delivery of projects on-time.
  • Preparation and tracking of project work tasks and budgets and delivery of projects within budgets.
  • Tracking of additional and out-of-scope work. Communication with clients, negotiation of fees for additional services and delivery of contract modifications for such services.
  • Client contact and communication. Managing Client expectations and assuring client satisfaction related to project.
  • Supervision and coaching of other Project Managers and technical staff as required.
  • Responsible for project quality. Assures QA/QC processes are completed on each project.
Staff Development
  • Support and assistance in staff technical training.
  • Support in staff development.
Business Development/Marketing
  • Communicate TYLI capabilities, locally and nationally in delivering rail/transit projects. Cross geographic boundaries as required to support Sector project pursuits and delivery.
  • Identify potential markets, clients and opportunities. Participate in developing, executing and delivering local business plans for marketing existing and potential clients.
  • Develop/Maintain relationships with current and potential clients and teaming partners. Serve as Client Manager for certain clients, when requested.
  • Coordinate Business Development and Marketing efforts with TYLI's local and area staff, and the Sector Leaders.
  • Participate in go/no-go decisions for projects.
  • Proposal Preparation
    o Serve as lead on proposal preparation and delivery, when requested.
    o Prepare scope/schedule text.
    o Prepare/review fees estimates - TYLI and Subconsultants.
    o Negotiation with staff, client and subconsultants.
  • Assist in and lead, when requested, delivery of winning proposals.
Qualifications
  • Requires Bachelor's Degree in Civil Engineering, Urban Planning or related field.
  • PE preferred but not required.
  • Must have Business Development experience with a proven track record of project management and business relationships in the transit industry, especially in the Mid-Atlantic area.
  • Successful candidate will have a history of developing and maintaining effective business relationships with clients and peers.
  • Excellent verbal and written and presentation skills are required.
  • Client focused, always striving to give clients the best solutions.
  • Strong commitment to innovation by creating new and better ways to solve clients' toughest challenges.
  • High levels of integrity, always doing the right thing in an ethical, fair, and sustainable way.
  • Demonstrated experience of collaboration in a diverse and inclusive team, working together toward technical excellence.
