The HCM Coordinator plans, manages, and executes research and analysis of HR systems, HR business processes and related policies to inform Minnesota State system office, Minnesota State institutions, state agencies, and policymakers on HR data which impact the systems ability to plan, recruit, develop, deploy, and retain a skilled workforce. This position is a key member of the Workday Release Management team responsible for the review, testing and implementation of bi-annual Workday releases; lead process to determine impact, presenting suggested new features in detail with final recommendations on which functionality to implement; participate in regression testing for new system features and communication of changes/benefits to users.

The incumbent will regularly evaluate the current state of HR systems, HR business processes, and new Workday functionality to identify and recommend process improvements to support business strategies and operational needs. Collaborate with entire Workday support team on changes, from planning through execution and training.

Provide leadership in the planning and delivery of HRIS capacity building and HR/payroll shared services efforts across the Minnesota State system. Oversee the planning and implementation of HR and payroll capacity building efforts related to HR systems, payroll processing, reporting, and data integrity, and deliver comprehensive HRIS support services. Oversee the development and delivery of training and resources related to all HR and payroll business processes. Maintain the relationship with MMB, Central Payroll, and outside vendors on issues related to HRIS, HR, and payroll transaction processing.


Minimum Qualifications

  • Four years of professional level HR, Payroll, or Benefits experience OR a bachelors degree in human resources, Business Administration, computer science or related field plus three year of professional level experience.
  • Demonstrated knowledge of Workday cross functional configurations and interconnectivity with ability to identify interdependences and clearly communicate the business, process, and/or technical implications and benefits/risks to stakeholders.
  • Demonstrated planning and execution skills.
  • Experience directing or implementing change initiatives or efforts for continuous improvement.
  • Demonstrated communication, presentation, interpersonal, organizational, and facilitation skills.

Preferred Qualifications

  • Experience in Workday HCM Functional and Business Process configuration, testing, and training.
  • Solid command of general human resources policies and practices of personnel management in a public sector environment.
  • Experience aligning HR analytics programs with HR and business strategies.
  • Experience interacting with those in leadership positions on a routine basis.
  • Analytical ability to independently research, analyze, and resolve simple to complex problems and to make effective recommendations for process improvements.

Additional Requirements

In accordance with the Minnesota State Vehicle Fleet Safety Program, employees driving on college/university business who use a rental or state vehicle shall be required to conform to Minnesota State's vehicle use criteria and consent to a Motor Vehicle Records check.
