Responsible for managing the plant personnel and attaining plant facility performance improvement through data-driven process improvements, equipment upgrades, productivity management, and continuous improvement strategies. Mentor and support Plant Operations Supervisors, P&L report generation and monitoring, and customer generation. Responsible for direct communication with all Regulatory Agencies as well as ensuring compliance with all permits and reporting requirements, laws, and regulations. Directly manage plant facility, Supervisors and or Lead Operators on day-to-day operations at facilities to ensure coverage of all shifts, optimal uptime, minimal wait time for disposal customers and that project schedules are maintained, and projects proceed according to plan. Attain facility performance improvement through data-driven process improvements, equipment upgrades, productivity management, and continuous improvement strategies. Plan and organize controls installation, engineering repair, upgrades, and expansion activities for projects at the treatment facilities. Develop relationships with key customers. Ensure regulatory compliance with all permits and reporting requirements. Develop project scope, budgets, and delivery schedules for requested projects. Responsible for ensuring tasks/projects are completed within budget and on schedule. Supervise facility engineering activities including material ordering, shipping, labor plans, job site supervision, job folder updates, develop SOPs, O&M Manuals, and reports. Manage facility P&Ls to assist in maintaining and improving budgeted Branch Profit through labor management, oversight of all financial aspects including operating costs and vendor management. Ensure the implementation of all company policies, procedures, and tools at the facilities. Identify, promote and acquire additional 3rd party disposal customers. Work with other senior staff to manage clients in region. Participate in the development of proposals. Create and manage cost estimates and project schedules. Perform detailed engineering calculations & analysis to solve complex issues. Supervise and support the work of others and mentors plant personnel, Operators, and junior level engineer & environmental technical staff. Maintain Wind River Environmental EH&S and compliance standards. Position is fixed location based in Marlborough office; however, telecommuting may be permitted up to two (2) days per week.
Travel required up to 85% of the time to company wastewater treatment facilities throughout the Northeast.

40 hours/week, 9:00am-5:00pm
Two (2) years of experience as an operations engineer within the wastewater treatment industry.

Must have one (1) year of experience in each of the following (experience may be gained concurrently):
- Ability to read and understand process, mechanical and structural drawings, and specifications.
- Experience managing projects from origination, through approval and then execution. Managing costs and schedule against approved budget.
- Experience establishing and maintain a preventative maintenance program for each facility.
- Familiarity with establishing cloud-based facility management software, development, and project management.
- Ability to design wastewater treatment processes, headworks, primary and tertiary treatment.
- Experience specifying various types of wastewater treatment equipment, as needed to meet process requirements.
- Experience managing various wastewater and environmental permits, including all monthly DMRs. SMRs and all testing and reporting.
- Experience managing and renewing wastewater and environmental permits.
- Hold or be able to attain wastewater or solid waste licenses as needed.
- Experience negotiating with equipment and consumable vendors on price, scope, and performance.

- Experience reviewing and developing contract documents with suppliers and customers.
- Experience in diagnosing mechanical and controls issues and developing corrective actions to remedy them.
- Experience managing P&Ls for various facilities, and developing the annual budgets for these facilities.
- Experience with all aspects of operating a wastewater lab, with SOPs and equipment for doing all required testing, for example TSS, O&G, COD, pH, Conductivity
- Experience with operation and design of all mechanical equipment used in wastewater treatment, pumps, valves, presses, mixers, blowers, compressors, gravity thickeners, grinders
- Experience with configuring and programming instrumentation and controls, analog signals, digital signals, setting span and scale
Requires a Masters degree (or foreign equivalent) in Industrial or Mechanical Engineering or a directly related engineering field
