Description:
The Technical Project Manager must serve as a working supervisor and oversee a staff of Java, and Structured Query Language (SQL) engaged in performing a full range of system functions ranging from design and development to maintenance and enhancement for all web-based applications and IT systems at the Department of Employment Security.
The skills, training and experience a qualified Technical Project Manager must possess, without limitation:
-Serves as a technical leader for project development tasks from inception through implementation, rollout, and post-production maintenance.
-Plans work schedules and sequencing of operations to ensure an even flow and distribution of work, the expeditious handling of system change requests, and adherence to schedules and deadlines. Responds to technical or operational production problems through the assignment of tasks and, if necessary, personal involvement.
-Provides the Project Officer/Chief Technology Officer and Chief Information Officer with updated status reports on assigned projects. Conducts code reviews of team members' deliverables.
-Performs complex application development in the design, development, analysis, and testing of complex programming systems requiring knowledge across multiple platforms, architectures, and languages. Implements and maintains complex code and architectural designs.
-Provides leadership in determining test plans and methodologies as well as performance of complex unit, system integration and performance tests. Employs rigorous application defect prevention methodology for complex projects including causal analysis of defects encompassing, addressing, isolating, reporting, and tracking problems through resolution.
-Responsible for ensuring complete functional and design specifications are completed according to stakeholder and agency requirements. Assists non-technical agency staff as required in determining detailed business requirements.
-Coordinates cross-functional tasks with other agency stakeholders with minimal direction or supervision. Presents status and technical alternatives on a regular basis to functional and senior management.
Qualifications:
Desires the knowledge, skills and mental development equivalent to 6 years of college (Master's Degree preferred) with significant coursework in mathematics, statistics, accounting, computer systems, public administration or business administration, supplemented by evaluation of at least 6 years of professional experience in project management. The ideal candidate should also hold a current Project Management Professional (PMP) certification.
It would be particularly beneficial for the Technical Project Manager to have skills, training, and/or experience in any or all of the following areas:
-Java Enterprise technologies with wide range of front-end, middle ware and backend business components using IBM WebSphere as backend application server and IBM Rational Suite
-Persistence layer design and development with Object Relational Mapping technologies
-Front-end Framework expertise on Struts, Spring MVC, JQuery, Bootstrap, etc.
-Several Spring Frameworks like Spring IOC, Spring AOP, Spring Security, Spring Batch, Spring ORM
-Architectural expertise to advise on builds and deployments with tools like ANT, MAVEN
-IBM ISAM and Webseal expertise to define security models for the Enterprise applications
-Webservices publishing experience
-Strong expertise in IBM DB2, MS SQL Server on SQL, Data Mining, Database Designs, Procedures, Functions and Scripts
-Strong experience with Professional SQL Server Development role including: T-SQL, SSIS, SSRS, OLTP
-Strong experience with GoF patterns, JEE design patterns and best practices in the application development
-Strong experience in UNIT Testing with JUNIT, NUNIT
-Strong experience with Business Rule Engines
-Strong communications skills both written and verbal
