Job Summary:

Under the direction of the Human Resources Business Partner, the Human Resources Manager - Training and Staff Development is responsible for performing HR-related duties on a professional level and carries out the responsibilities in the following areas: Support the agencys training and staff development needs including compliance with required agency-wide training and supporting employees with their individual professional development goals. This position is responsible for assessing, developing, delivering, tracking, and reporting on training for staff throughout the agency. This position is also responsible for supporting employee engagement and inclusion efforts within the agency. This role manages the Learning Management System and will support department staff in creating, delivering, and tracking program-related training. Provides support to other HR staff as needed.


Duties and Responsibilities (Not all inclusive):

  • Design, develop, implement, facilitate, and evaluate training programs that engage and strengthen a workforce that can achieve and deliver the mission and vision of Community Action Partnership of Ramsey & Washington Counties.
  • Assess, design, deliver, and track training programs and workshops for employees including new hire orientation, annual HR required/compliance training, and supervisor training.
  • Monitors changes in governmental laws and regulations to ensure that training remains current.
  • Support professional development and training for leaders to ensure they are creating an environment conducive to maximum DEI outcomes.
  • Responsible for working with outside vendors to deliver training.
  • Learning Management System (LMS) expert/liaison to programs - Provides support to program staff with the LMS system. Track and report on employee training. Provide training information and outcomes necessary for grants and other reports.
  • Keep abreast with current design, development, implementation and evaluation of effective adult learning practices and connect with the external learning, development, and DEI community to leverage available resources.
  • Work with the Recruitment and Retention Coordinator to enter and track staff qualifications in necessary databases and support staff with continuing education plans necessary to maintain their employment.
  • In collaboration with HR and organization management and staff, determine information and training needed on HR initiatives and facilitate communication and/or implementation of HR initiatives.
  • Other duties as assigned

Requirements

Education & Experience:

  • Bachelors degree in Human Resources-related field and two (2) years of related experience, or the equivalent combination of education and experience to successfully perform the duties of the job. 2 years experience providing training preferred.
  • Understanding of adult learning principles
  • Experience with electronic Learning Management System and/or HRIS/HCM systems highly preferred
  • Knowledge of human resources related training requirements and best practices
  • Experience creating and facilitating workshops and professional development sessions.

Abilities and Skills: In order to be successful in this position, the person will at minimum need to possess the following abilities and skills:

  • Exceptional facilitation skills with both face to face and virtual delivery modalities.
  • Demonstrated ability to effectively collaborate and consult with leaders, internal and external customers, and other colleagues to drive results.
  • Solid management skills and experience coordinating multiple events and projects
  • Must have strong professional presence and presentation skills
  • Ability to research field related topics, synthesize data, and develop/deliver presentations
  • Excellent written and verbal communication skills
  • Proficient with Microsoft Office Suite (Word, Excel, Publisher, and PowerPoint), required.
  • Proficient with Google products (Calendar, Sheets, Docs, and Gmail), required.
  • Must be able to utilize and manipulate databases to track and report information.
  • Effective verbal and written communication skills required. Public speaking skills preferred.
  • Must be able to work independently and as a team member in a multi-focused environment.
  • Experience with relating to and communicating effectively with a variety of multi-ethnic and socio-economic groups and/or individuals.
  • Have strong intercultural communication skills and an understanding of the skill areas regarding cultural competence
  • Must have the ability to relate professionally and positively and work cooperatively with other employees at all levels.
  • Excellent time management skills.

Environmental Requirements: This job is usually in an office environment, but the mission of the organization may sometimes include non-standard workplaces. The position works a standard work week, but additionally will infrequently work evenings, weekends, and additional hours to accommodate activities such as Board meetings. This position requires personal access to a vehicle to be used for business related matters, and to have a current operators license and appropriate auto insurance as required by the state of Minnesota. Must be able to travel for training, meetings, and conferences. This position is eligible for remote work 20% of the time.

Normal office physical exertion required. Requires sitting, standing, walking, bending and reaching with manual dexterity sufficient to operate standard office machines such as computers; fax machines, calculators, copy machines, telephone and other office equipment.

Benefits

Starting Salary Range: $56,977 - $73,610 Annually

Schedule: M-F, 40 Hours/Week

Remote Capability: This position has 20% remote capability.
