WWC Global is seeking a Training & Development Specialist to support a DHS customer.

The Training & Development Specialist shall provide subject matter expertise (SME) support to the Active Assailant Preparedness Program in an effort to promote awareness and provide the critical infrastructure community with resources and training to better prepare, increase security, and develop resilience to face these types of incidents.

The Training & Development Specialist duties may include (but not limited to) the following:

  • Offer subject matter expertise to ensure all the resources used and published by the Program offer the latest and most accurate information.
  • Deliver workshops and seminars.
  • Provide SMEs in topics such as terrorist tactics, techniques, and procedures (TTPs); attack methods such as active shooter, active stabber, and vehicle ramming; insider threat mitigation; behavioral indicators detection; and soft target security.
  • Involvement in the development of all new material produced to enhance training and Programs outreach.
  • Monitor open-source information to create and periodically update a centralized catalog of available technologies that are relevant in support of prevention, protection, mitigation, response, and recovery efforts associated with worldwide active assailant scenarios.
  • Assist the Program in identifying additional mechanisms to engage non-traditional critical infrastructure communities such as faith-based organizations, small businesses, local communities, etc. to expand upon the base of current stakeholders and provide the widest possible reach of the active assailant TTPs.
  • Provide quantitative, technical, and analytical expertise to support the Programs emerging threats policy so that it is feasible and effective. The Contractor shall assist with identifying trends of active shootings and emerging threat incidents.
  • Assist with determining probable impacts of active assailant and emerging threats events and risk management decision aids.
  • Deliver recommendations in the areas below for continuous improvement to current and future Program products and resources:
  • Conduct behavioral threat assessments.
  • Conduct risk assessments.

Work Environment:

  • Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).
  • Ability to sit at a computer terminal for an extended period of time.

Physical Demands:

  • While performing the responsibilities of the job, the employee is required to sit, stand, talk, and hear.
  • Employee is often required to sit and use their hands and fingers to operate a computer.

Travel:

  • 10-20% / Occasional travel expected.

Requirements

Basic Qualifications

  • Bachelor's Degree.
  • Ability to obtain DHS Suitability.
  • 10+ years of professional experience in:
    • Demonstrated experience identifying training needs by evaluating strengths and weaknesses.
    • Demonstrated experience assisting with developing strategies for translating requirements into trainings curriculum.
    • Demonstrated experience in building an annual training program and preparing teaching plans.
    • Demonstrated experience delivering trainings in a classroom and through virtual platforms.
  • Experience researching and analyzing domestic and overseas incidents for TTPs in active shooter attacks, vehicle ramming, stabbings, and arsons.
  • Experience with developing Emergency Actions Plans.
  • Knowledge and experience in security planning and writing security plans.
  • Professional experience creating and developing new curriculum as well as revisions on existing curriculum to ensure stakeholders receive the most current and accurate information.
  • Experience with course delivery planning, coordination with stakeholders, and execution of training in virtual and classroom environments on a variety of risk mitigation topics as per government direction.
  • Experience supporting the evaluation and analysis of training products and/or training program deliveries through the use of industry standard evaluative and analytical methods such as the ADDIE Model or Kirpatrick Model for training evaluation to ensure both quality of instruction and content meet established learning objectives and contribute to training effectiveness.
  • Experience developing new and/or utilize existing mechanisms for assessing stakeholder needs, customer satisfaction, and training effectiveness.
  • Outstanding communication skills, influencing abilities, and client focus.
  • Demonstrated proficiency in using all Microsoft Office applications.

  • Master's Degree.
  • Current, active DHS Suitability.
