Job Title: Fiscal Analyst (Procurement)

Work Location - Trenton, NJ 08625 & Lab. Working Hybrid (Office and Remote) as per NJDOH policy & eligibility.

Duration : 3 months

Work Hours - 8am 4pm (Negotiable)

Lunch - 1 hour (unpaid)

Equipment to be used by the temporary staffing professional(s) :

  • Telephone, computer, copier, printer, scanner, fax, shredder, and various software programs

Computer software to be used :

  • Microsoft Office: Word, Excel, PowerPoint, Access, Outlook

Knowledge, skills, education, and/or experience:

  • Extensive NJ State Procurement knowledge including Central administrative and technical operations.
  • Must include responsibility for Waivers

Mandatory skills/certification(s) Requirement:

  • NJSTART and NJ State Procurement circulars

Desired skills:

  • Strong communication skills, ability to multitask, proficient in Spreadsheets i.e., Microsoft Office. Verbal and written communication skills, ability to write, speak and understand English.

  • Ability to prioritize and must organize effectively.

Duties/Responsibilities:

  • Evaluate & forecast supplies equipment and service needs for the Division of Labs.

  • Utilize Business Intelligence Software to identify standardized/cyclical trends, establish scheduling, contract development (waivers) and manpower requirements for effective Division procurement.

  • Prepares statistical reports on items such as, monthly work load levels, monetary levels spent to vendors, commodities purchased, and "set-a-side vendors".

  • Evaluates these projections, summarizes reports and makes recommendations for improvements to the procurement process.

  • Identify and engage vendors to obtain the required documentation for the establishment of multi-year waiver agreements.

  • Engage external agencies to obtain required approvals for waivered procurements.

  • Train lab managers in basic procurement requirements to allow for more efficient procurement.

  • Assist Central Procurement with the development of training guides for division procurement staffing.
