Position:

We are a Pasadena based company with Master Services contract with Los Angeles County. Our client's Strategic Software Solutions Division (SSSD) seeks to obtain the technical expertise of one (1) Consultant to develop Business Process Management (BPM) and electronic forms for the Fund Transfer Authorization (FTA) / Fund Transfer Request (FTR) process. The consultant shall serve as a resource to ISD’s eForms team to work with Department of Auditor Controller to design, develop and support the FTA/FTR electronic forms and workflows based on BPM and eForms technologies.



BACKGROUND



ISD has developed a service offering that provides County departments with an on-going strategy for sustaining innovation and automation in the area of forms/applications, and manual business processes. To affect this strategy, ISD is offering eForms and BPM development to facilitate the departments re-engineering, consolidation and automation in these areas. ISD’s eForms team provides services to departments that include development of forms, business processes, and applications, as well as provide integration, security, and deployment of applications.



There is an urgent need to complete the Fund Transfer Authorization/Request (FTA/FTR) process using Electronic Forms (eForms) / Business Process Management (BPM) for Auditor-Controller department. This automated process will replace the manual fund transfer process to enable flexibility, increase efficiency and productivity, eliminate manual paper transactions and at the same time allow users to securely perform a fund transfer request without delay.



MINIMUM QUALIFICATIONS



The Consultant must meet all of the following minimum qualifications:



1. Bachelor’s degree in Computer Science or related field.



2. Two (2) years of experience within last five (5) years designing business processes using BPM designer tools.



3. Two (2) years of experience within last five (5) years designing electronic forms using a form/BPM designer tool including Microsoft Power Platform - Power Automate/Flow, PowerApps, and PowerBI.



 



4. Two (2) years of experience within the last five (5) years designing Forms and layout using PowerApps development formulas and methods and Microsoft Flow to automating business processes.



5. Two (2) years of experience within the last five (5) years implement solutions with multiple data sources including MS Azure SQL, MS SQL Server, and Oracle Databases.



6. Two (2) years of experience within the last five (5) years in API or rest services integrations.



7. Two (2) years of experience within the last five (5) years in SharePoint Designer.



8. Five (5) years of experience in object-oriented programming using Java or .NET.



9. Two (2) years of experience within the last five (5) years designing User Interface/User Experience.



10. Two (2) years of experience within the last five (5) years working in a project management role and leading a technical project team



DESCRIPTION OF WORK/DUTIES



The Consultant shall be utilized for the architecture, design and development of electronic forms and associated workflow processes for the FTA / FTR process. The technology used to design the eForms and workflows will be a SaaS based toolset, which primarily includes Microsoft Power Platform – Power Automate/Flow, PowerApps, and PowerBI.



The Consultant shall perform all of the following:




  • Build electronic forms and associated workflows using newly selected BPM technologies, hosted in the cloud.

  • Use MS Flow to automate business processes and build customer solutions.

  • Use PowerApps to design and build forms with layouts and intuitive UI.

  • Manage, administer, and support SharePoint Online collaboration sites

  • Integrate with other systems using Java Script, Azure API, WebAPI, and other integration modules

  • Build new forms based on the customer requirements and ability to work in a dynamic environment with changing requirements.

  • Build workflows, related work queue functionalities, and screens for forms applications.

  • Follow ISD standards and industry’s best practices of consistent modern UI to build the forms and workflows. • Participate in all phases of software development lifecycle (SDLC) including requirement gathering, architecture, design, develop, testing, UAT, and deployment.

  • Provide go-live and post-production support on multiple applications as they go live.



The Consultant will be required to prepare and submit a one- or two-page Weekly Status Report stating the progress of the technical services assigned by the County's Project Manager or designee. To be included in the report are the following:




  • Time period covered by the report.

  • Overview of the reporting period.

  • Tasks, assignments, and other work items for the reporting period that are:



o Completed



o Not Completed



o Not Scheduled



o Scheduled for next reporting period




  • List issue(s) resolved and/or issue(s) to be resolved.

  • Summary of project status as of reporting date.
