WWC Federal is seeking a Business Systems Analyst to assist with the development and maintenance of the intranet, dashboarding efforts, and tools enhancement internal to the Immigration and Customs Enforcement Office of the Chief Financial Officer to include divisions such as Office of Budget and Program Performance, Business Management Office, Office of Financial Management, Office of Data Analytics, and Office of Audit Control. The Business Systems Analyst will also assist with the development of dashboards, workflow analysis, building and updating analytical tools and programs for use in Human Resources and Financial Analysis.

Responsibilities may include but are not limited to:

  • Assist with the maintenance of the OCFO Intranet Site, Position Management Tool, HART tool, and various dashboarding efforts across ICE OCFO.
  • Update, improve, and maintain existing workflow management tools with a strong expertise and emphasis in data analysis and visualization using tools such as Power Apps, Power Automate and Tableau to create and maintain dashboards.
  • Identify requirements and documentation for Content Management and Workflow Management Tools to include creating Quick Reference Guides and Standard Operating Procedures to support tools use and implementation thereof.
  • Implement recommendations or solutions and ensure the OCFO receives the necessary assistance to carry out the mission.
  • Provide insight on leading practices while addressing technical questions and strategic issues.
  • Develop visual representations of data and relationships to convey key information.
  • Identify new software and tools to enhance the OCFO automation strategy.
  • Identify policy gaps and develop new policies to support strategic goals and align the OCFO tools and insight pages to those policies.
  • Identify and negotiate team schedules, milestones, and resources required to meet project objectives.
  • Analyze and recommend improvement to the digital tool development and decision-making processes.
  • Conduct focus groups and facilitate workshops.
  • Configuring and setup of content and workflow management tools.
  • Updating and maintain existing workflow management tools.
  • Creating and offering real opportunities for automation and faster growth through the identification of new software and tools to enhance the OCFO automation strategy.

Work Environment:

  • Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).
  • Ability to sit at a computer terminal for an extended period of time.
  • Ability to work in confined areas.

Physical Demands:

  • While performing the responsibilities of the job, the employee is required to sit, stand, talk, and hear.
  • Employee is often required to sit and use their hands and fingers to operate a computer.

Travel:

  • 0-10% / Minimal travel.

Requirements

Basic Qualifications

  • Masters degree and four (4) years or more of experience in the development of business systems and workflow management tools.
  • Must be able to obtain DHS Suitability.
  • Demonstrated 4 years or more (combined) experience in one or more of the following areas:
    • Conducting studies, analyzing findings, and making recommendations.
    • Applying a knowledge of qualitative and quantitative analytical techniques.
    • Performing a wide variety of analytical studies and projects related to management improvement, productivity improvement, workflow management, and/or process automation.
    • Analyzing and advising on proposed reorganizations or realignment of functions.
    • Developing manuals and directives covering varying aspects of operations.
  • Demonstrated proficiency in using Power Apps, Power Automate and Tableau to create and maintain dashboards.
  • Ability to conduct comprehensive research and analysis.
  • Ability to develop point papers, briefing materials, and to make oral presentation of these materials to all levels of management.
  • Ability to educate and inform senior management on various alternatives.
  • Ability to provide clear leadership, technical direction, and guidance to all levels of the OCFO leadership.
  • Ability to review, synthesize and prepare highly technical, sensitive, and complex documents, briefing materials, management directives and correspondence.
  • Proven ability to lead and motivate others.
  • Outstanding communication skills, influencing abilities, and client focus.
  • Professional proficiency in English is required.
  • Demonstrated proficiency in using all Microsoft Office applications.
  • Must be a U.S. citizen.

  • Active DHS Suitability.
  • Direct experience supporting a government or military finance division, department, or agency.
