Work Summary:
Provides designs, specifies information systems solutions, code, and testing for solutions as part of our Structured Finance Document Custody team. Manages the activities of a C# development team and responsible for the team's development and systems support efforts. Provides day-to-day direction for the units and applications in line with the goals of the department and the clients they support. Technologies include C#, .Net, Angular, SQL, and web services. Responsible for managing client relations and expectations.

Scope of Responsibilities:
The position works under the supervision of the Delivery Manager. The jobholder is competent to work independently on all high-level systems analysis and technical phases of development. The position interacts with senior management, other technology personnel, clients, and vendors.

Responsibilities:
Complete basic to complex systems analysis, design, and development.
Produce unit tests to provide 100% unit test coverage.'
Oversee application development, support testing efforts, technology infrastructure/project management, and other technology domains.
Support less experienced resources with onboarding and development tasks on small to large scope projects.
Build rapport within the organization. Communicate and develop a professional level of communication and cooperation.
Monitor the technology direction of the industry and vendor applications.
Participate with other development, operations, and Technology staff in overall systems development direction from technical analysis to user acceptance testing.
Follow and promote the use of development standards and procedures.
Research and initiate change to the status quo, when necessary.
Maintain relationships with vendors and professional organizations.
Control the activities of the teams, assign personnel to various projects and direct their activities.
Recommend and initiate new policies and procedures that improve the performance and effectiveness of the Department.
Maintain M&T internal control standards, including timely implementation of internal and external audit points together with any issues raised by external regulators as applicable.
Support installation of 3rd party applications and solutions as required.
Complete other related duties as assigned.

Education and Experience Required:
Minimum of an associate's degree and 10 years' technology or systems leadership experience.
Instead of a degree a combined minimum of 9 years' higher education and/or work experience, including a minimum of 7 years technology leadership experience.
Experience with C#, ASP.Net, .Net Core, and Web services (REST/Soap).
Experience with SQL and Oracle PL.
Experience in MVC.
Experience with Agile Methodology.
Experience with Git or similar version control tools.
Experience as a full-stack developer including testing own deliverables.
Capable of working on multiple projects of a complex nature.
Complete understanding of the system development life cycle.
Excellent problem-solving skills to assist in issue resolution.
Experience encouraging teamwork and serving as a role model when leading and directing others

Education and Experience Preferred:
Strong background in API design and best practices (e.g. API versioning).
Experience as a team lead.
Strong background in object-oriented programming (OOP) and the software development life cycle (SDLC).
Experience in automated testing (e.g. Nunit) and testing services using SoapUI, Swagger, or similar tools
Experience with JQuery and PowerShell.
Experience with TDD.
Experience with leading Solution design in Agile environments.
Experience with the integration and support of 3rd party applications.
Continuous Delivery and Integration (e.g. MS Azure) a plus.
Experience with Kendo UI a plus.
Bachelor's degree.
Minimum of 10 years' technology management or large program leadership experience.
Understanding of multiple business area's functions.
Proven mentoring and leadership capabilities.
Experience with skills, application(s), and functions of technology area.
Self-motivated and able to motivate others.
Strong organizational and time management skills.
