Job Description:

Candidate functions as an expert in health equity, ensuring that the Prevention Program is maintaining an equitable, informed, and diverse environment for both staff and the community we serve. This position will be expected to work with STD Program staff to identify underserved and marginalized populations adversely affected by STDs and to implement processes to improve those unfavorable outcomes. This role requires knowledge of Sexually Transmitted Diseases (STDs) and will work in tandem with Disease Intervention Specialists (DIS). DIS investigate reported, suspected, and potential cases of STDs. This individual will spearhead the Prevention Program's Health Equity Plan and assist DIS with engaging community groups, partner agencies, and other stakeholders to decrease the disparity of STDs among vulnerable communities and populations. They will be responsible for training and educating on methods to effectively engage the members within the community.

Essential Duties/Responsibilities:
This position will perform the following functions: Coordination and development of educational materials and trainings for DIS to better engage with and understand the populations in which they serve, coordinate the Program's attendance at annual health fairs; work with Health Care Education and training (HCET) in providing information about health equity within the community as well as DIS Districts, coordinate new staff members receiving diversity and equity training upon being hired, assess primary needs within the division, evaluate current practices and trends, and propose implementation plans to address need through the STD program Health Equity Plan, and obtain and share knowledge of current and historical trends and events to better understand demographic being infected with STDs.

Job Requirements:

Extensive knowledge of record management, problem identification/solving methods, consultation methods, and the ability to apply these to HIV and STD Prevention and Surveillance activities.

Extensive knowledge on health inequities and social determinants of health.

Ability to effectively and appropriately represent the Program, the Division, and/or Agency at local, state, or nationwide events regarding population health and public health.

Ability to work effectively with external organizations, individuals, health care professionals, and clinic staff.

Ability to communicate effectively verbally in-person or over the phone with direct team members, division members, and external partners. Ability to communicate effectively in writing and in an appropriate style for government documents.

Ability to work with and maintain confidential information and security of HIV and STD surveillance data.

Ability to learn about state and federal departments and agencies which have programs or services working with and for HIV and STD Surveillance.

Ability to lead and coordinate members of a team effectively and produce outcomes.

Ability to travel throughout Indiana, sometimes on emergency notice, including overnight travel.

Ability to work independently and be self-sufficient as well as the ability to work within a team on shared tasks, projects, or assignments. Additionally, the ability to provide appropriate report of activities completed independently.

Ability to effectively advise internal and external partners by providing constructive, positive feedback and engaging in growth-driven performance review.

Ability to manage time effectively and the ability to maintain organization throughout all projects and tasks.

Ability to engage in professional development education and trainings.

Ability to be managed and adequately work on multiple high priority tasks/projects at one time with varying or simultaneous due dates. Ability to effectively manage multiple projects or tasks that may have a variety of work methods.

Ability to work in a fast-paced, evolving environment and the ability to synthesize and integrate new, evidence-based public health research and models. Ability to learn and use Microsoft programs, including but not limited to Outlook, Teams, Excel, Word, PowerPoint, and Publisher. Additionally, ability to use programs such as Adobe Acrobat, and videoconferencing services such as Zoom or WebEx.

Ability to engage in investigative actions in an honest and purposeful way that follows all local, state, and federal HIPAA regulations.

Ability to travel throughout the state to assist with emergency response efforts, including other public health emergency needs that may occur within the department of health, such as, but not limited to: testing events, coverage for public health emergencies, etc. The incumbent will act as the IDOH representative and assist with activities assigned by the program staff.

Ability to effectively engage with communities and/or their leaders to better understand the populations within the community.

Know how to conduct research and use that for implementation plans.
