Enterprise Horizon is seeking a highly motivated and self-directed OIM Developer/Architect to join our team and support our Navy client. The project is based in Mechanicsburg, PA and remote work is available. The person in this position will support the maturation and expansion of the NAVSUP Identity Management system. The NAVSUP Identity Management System includes Oracle Identity and Access Management products as well as the NAVSUP Security Model.

Responsibilities may include:

  • Expanding and maturing the use of the NAVSUP Identity Management system into host providers that NAVSUP utilizes.
  • Supporting administrators when establishing new Oracle Identity and Access Management (IdAM) instances and validating current and new installed Oracle Identity Manager, directory (Lightweight Directory Access Protocol/LDAP) and Oracle Access Manager instances.
  • IdAM performance tuning and any interfaces made with IdAM tools.
  • Supporting the NAVSUP IDM team and individual application Subject Matter Experts (SMEs) that utilize the current NAVSUP Identity Management and Security Model services.
  • Providing and updating application approach documents and Plan of Action and Milestones (POA&M).
  • Troubleshooting and resolving all issues/bugs that may arise.
  • Implementing, configuring, and maturing the use of additional IDM related tools. Tools to be incorporated include, but are not limited to, those from the Oracle Identity and Access Management tool suites.
  • Participating in preparing the NAVSUP Identity Management architecture and tools for newly upcoming Federal identity initiatives such as Navy Identity Services (NIS) and DISA identity services providing Federal Identity, Credential and Access management (FICAM) capabilities including integration with or migration to new identity toolsets as defined by those programs.
  • Providing and documenting incident/bug resolution and supporting the Identity Management tool stack including those supporting User Provisioning System and the NAVSUP Enterprise Web Infrastructure.
  • Requirements gathering and design process before implementing a change to the hardware or software environment(s).
  • Documenting, planning, and implementing upgrades to the Identity Management tool suite, as well as, tools the Identity Management suite support within the NAVSUP Enterprise application space.

Requirements

Required Skills & Qualifications:

  • Active Public Trust or higher-level security clearance required.
  • IAT Level II baseline certification required (Security+ or allowed substitution).
  • Expert-level experience with Oracle Identity Management, preferably within the federal space.
  • Hands-on technical experience specializing in Oracle Identity and Access Management to include:
    • Oracle Internet Directory (OID) / Oracle Unified Directory (OUD)
    • Oracle Identity Manager (OIM) 11g to current
    • Oracle Access Manager (OAM) 11g to current
    • Oracle database
  • Willing to learn new applications and languages related to Oracle on the fly.
  • Ability to work independently and efficiently with or without clear direction
  • Experience with two or more of the following:
    • Java, Java Enterprise Edition (J2EE)
    • Security Assertion Markup Language (SAML)
    • DoD Public Key Encryption (PKE)
    • Create POA&M (Plan of Actions and Milestones)
    • RESTful w/ JAX-RS


Highly Desired Skills & Qualifications:

  • Bachelors degree in a related field is highly desired
  • Improving business and enterprise architecture processes ideally leveraging Business Process Modeling techniques
  • Experience Department of Defense specific PKI implementation
  • Strong documentation, communication, facilitation, and testing skills

Military Installation Access

  • Ability to obtain and maintain a clearance is required.
  • Must be able to qualify for and obtain a base access pass in a timely manner.
  • Must be able to obtain a favorable National Security Agency Check (NACI) including a FBI fingerprint check.
  • U.S. Citizenship required.
  • Ability to pass IT1 security clearance with SSBI checks.

Pay Scale

$150,000 to $185,000 commensurate with experience and qualifications.
