Overview: The candidate will need to provide leadership of teams and/or extensive industry experience. This position will be responsible for work on multiple large complex projects. The candidate would be responsible for both new development and production support tasks where there is a high level of difficulty or risk. The candidate selected to work in this position must have exceptional technical skills in the areas of technical analysis and design work, performance tuning as well as extensive experience in technologies including DB2, Cobol, JCL, TSO, CICS. Responsibilities: Lottery Business Solutions work effort: Prize Payments, running at Lottery Central, regional offices and harness tracks. Winning ticket validation, offsets processing (child support/public assistance/NYS tax debts) and check printing. Audit Series auditing daily transactions feed from our vendor IGT. Audit reports and winner selection. Licensing System licensing lottery retailers, Video Gaming personnel and Commercial Casino personnel. Video Gaming Audit auditing daily feeds from out vendor Everi. Enhancements to Lottery ICS Quarterly Enhancements Retailer Wizard. Send and Receive files to/from sales force iPads, including retailer and sales information, orders and shipping files and activity reports. POS Point of Sale Retailer order management. CMOD Reports Mainframe Online Reports. Website interfaces. Exchanging data with Lottery, Retailer and OpenNY websites. Annuity system. Annuity payments and investments processing. IRS processing. Creation and transmission of payment history files and W-2G files to NYS and IRS for tax processing. Data storage using DB2 databases and VSAM files. DB2 tables support user QMF queries. FTP and SFTP between mainframe and multiple external partners and internal business units. CICS supports online maintenance and inquiry of data in various systems and provides back-end processing for Prize Payments system. Core Processing System Product Set; CICS, COBOL, DB2 Mandatory Skills: Strong leadership and interpersonal skills. Excellent written and verbal communication skills, including the ability to convey information and technical solutions to both technical and non-technical audiences. Strong analytical, problem-solving, development, and conceptual skills. Ability to plan, coordinate and direct multiple teams, projects, and activities. Knowledge of project management techniques. Experience managing or participating in application analysis and design, migration, and deployment activities. Ability to establish goals and priorities and make effective use of resources. Ability to plan, coordinate, direct and delegate effectively. Knowledge of technical areas supervised including technical experience with COBOL/CICS in an IBM mainframe environment. Responsible for assisting with the technical design for new development and system enhancements. Responsible for coordinating the technical solutions among various technical support groups. Presentations of technical solutions to management and technical support areas. Responsible for implementing technical solutions. Assisting with requirements gathering sessions. Leading the analysis of requirements and system design work. Development of technical design documents and program specifications. Coding, unit and integration testing of programming assignments. Technical Support of user testing efforts. Performance tuning of new and existing applications. Production support tasks including analysis of issue, propose and implement solutions.
