The Town is seeking applicants for a Staff Accountant/Budget Analyst. The position is hourly non-exempt, eligible for overtime, with a range of pay from $25.37-$33.97 per hour. Eligible for an increase after 6 months. THE POSITION WILL START ON JULY 10, 2023.

Requirements

The position performs intermediate professional work managing and directing Town financial affairs, and related work as apparent or assigned. Performs routine to moderately complex professional work in the preparation and analysis of operational and capital budgets. Work is completed with minimal supervision by the Finance Director.

Essential Functions

  • Performs intermediate professional accounting work in maintenance and review of fiscal records.
  • Performs related work according to generally accepted accounting principles, established procedures, departmental guidelines, and regulatory requirements.
  • Maintains complex fiscal records to Towns assets, liabilities, revenues, and expenditure/expenses, applying professional accounting principles and methods.
  • Ensure maintenance of proper audit trails, verification, and reconciliation actions for all processed work according to department policies and procedures.
  • Performs Annual Comprehensive Financial Report
  • Performs Month End reconciliation of accounts.
  • Monitors and maintains revenue and expenditures, including Capitol Investment Projects (CIP), preparing various financial analyses, reviewing, and analyzing budget requests and assisting with budget preparation.
  • Reviews budget requests with department directors and other management staff.
  • Provides technical expertise to department directors, finance staff, Town employees and the general public regarding assigned budgeting and accounting operations.
  • Prepares and amends proposed, tentative and final budgets; assists in coordinating presentations for adoption of the final budget.
  • Prepares journal entries to execute approved inter-fund transfers; prepares budget resolutions and reviews.
  • Assists external auditors in annual audit.
  • Coordinates the maintenance of office files, account records and a variety of related information.
  • Responds to citizen requests and complaints.

Knowledge, Skills, and Abilities

Thorough knowledge of the policies, methods and practices of municipal finance, accounting and public administration; thorough knowledge of the principles underlying the laws, ordinances and regulations governing municipal finance; thorough knowledge of modern business management and office practices; comprehensive skill operating standard accounting software; comprehensive skill operating online banking software; thorough skill creating and maintaining electronic and paper financial records; thorough skill operating standard office equipment, hardware and software; ability to analyze and interpret fiscal and accounting data and to prepare and explain complex statements and reports; ability to make arithmetic computations using whole numbers, fractions and decimals; ability to create rates, ratios and percentages; ability to understand and apply governmental accounting practices in maintenance of financial records; ability to establish and maintain effective working relationships with town officials, associates and the general public.

Education and Experience

Bachelor's degree in accounting, finance, business administration, or related field and considerable experience working in a municipal accounting position with budget/financial analysis, or equivalent combination of education and experience. Certified Public Accountant (CPA) preferred.
