LOCATION: Thurston County -- Olympia, Washington

SALARY: $117K to $205K annually, dependent on qualifications

Position Profile

The Legislature is seeking an innovative, strategic, and unifying leader to serve as the Director of the Legislative Service Center (LSC). The Director should be a servant leader and skilled at applying situational leadership skills based on their teams needs and abilities. The Director serves as the executive and administrative head of the legislative agency. The Director is appointed by and reports to the Joint Legislative Systems Administrative Committee, which consists of the Secretary of the Senate, and another Senate staff person appointed by the Secretary; the Chief Clerk of the House of Representatives, and another House staff person appointed by the Chief Clerk; and the Code Reviser, serving in a nonvoting capacity.

The LSC supports the Washington State Legislature's operations and functions by establishing, providing, and maintaining cost-effective, reliable, responsive, and customer-oriented information technology services. These services include a full range of hardware, software, applications, telecommunications, operations, and training and consulting support services.

This is a full-time, year-round, at-will position that is exempt from civil service laws.

Primary Duties & Expectations

  • Serves as the Legislature's chief technology/information officer
  • Manages a biennial budget of $40 million
  • Oversees a staff of 70; serves as LSC's hiring authority
  • Provides vision and leadership in the development of the Legislature's information technology direction and strategic plan
  • Works with the Joint Legislative Systems Administrative Committee and legislative user committees to establish the Legislature's information technology priorities
  • Serves as the secretary to the Joint Legislative Systems Administrative Committee
  • Strives to improve the Legislature's operations and cost-effectiveness through the appropriate staffing levels and application of information technology
  • In consultation with the Joint Legislative Systems Administrative Committee, establishes and maintains LSC's operating policies
  • Identify challenges and work with internal and external stakeholders to track and remove obstacles for customers
  • Oversees the provision of information technology services to 1,000+ customers
  • Directs LSC's operating groups; customer, application, technical, and management support groups
  • Coordinates technology initiatives with other government agencies

  • LSC's business operations, ensuring adherence to sound business practices
  • LSC's personnel operations, ensuring adherence to sound personnel practices
  • LSC's major project work, ensuring adherence to sound project management principles
  • The competitive acquisition of information technology services and products
  • The Legislature's computing, local and remote networks, and telephone operations
  • The Legislature's application development/procurement and maintenance
  • The Legislature's information technology training, consulting, and service help desk programs
  • The development and maintenance of the Legislature's public electronic access offerings
  • The development of the legislative information technology standards
  • The development and maintenance of the Legislature's data architecture

Requirements

Qualifications

  • Seven or more years of experience in a senior leadership role within a substantial and complex government agency responsible for information technology services
  • Demonstrated competence in managing information technology in a non-hierarchical, dynamic, diverse customer environment
  • Demonstrated competence in managing a large state-of-the-art computing environment
  • Demonstrated leadership and superior performance in successfully implementing complex, multi-faceted, mission-critical, enterprise-class information systems
  • Experience in state government and knowledge of the legislative process is an asset
  • A bachelor's degree in computer science, business, or public administration; advanced degree preferred

Conditions of Employment/Working Conditions

This position requires an onsite/in-person presence during legislative session and must be able to frequently work more than 40 hours per week, which may include evening and weekends. This position is currently approved for in-state telework during the interim with an expectation to have an onsite/in-person presence when requested.
