Navarro Research and Engineering is recruiting a Nondestructive Assay (NDA) Performance Demonstration Program (PDP) Coordinator in Carlsbad, NM.

Navarro Research and Engineering has an immediate opening for an NDA PDP Coordinator working remotely and when necessary, in Carlsbad, New Mexico or other DOE facilities throughout the United States. This position is employed by the Carlsbad Field Office (CBFO) Technical Assistance Contractor (CTAC) and supports the Department of Energy (DOE) CBFO Office of National TRU Program Waste Certification and Disposal (NTPWCD) Division in Carlsbad, New Mexico.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

The successful candidate will be responsible for all technical operations of the NDA PDP, for accomplishing the day-to-day tasks associated with the implementation of the NDA PDP, for ensuring quality, and for promptly reporting all potential conditions adverse to quality to the PDP Manager for evaluation and action. The candidate should have experience providing guidance and recommendations to senior management, defending technical opinions, and leading or directing project teams of other scientists/engineers. Experience initiating, executing, and completing complex projects without direct supervision is highly preferred.

The technical operations of the NDA PDP include designation of cycle-specific sample component configuration, compliance to facility-specific limits related to PDP sources, procurement of materials and services required for replacement or manufacture of new PDP sample components (i.e., surrogate matrix drums, boxes, and CCOs, and consumables), oversight of the sample preparation team (SPT), scheduling of PDP cycles, scoring of NDA PDP data received from participants, preparing status recommendations to CBFO, generation of summary reports, and preparation of other NDA PDP-related CBFO documents as directed and for approval by the CBFO PDP appointee.

The successful candidate must be able to:

  • Review documents to assure implementation of applicable requirements
  • Use basic computer systems for development of plans, reports and transmittal of e-mail correspondence
  • Possess exceptional written and oral communication skills
  • Work with management and personnel at all levels.

The successful candidate should be familiar with the following regulatory requirements:

  • 40 CFR Part 268 - Land Disposal Restrictions
  • 40 CFR Part 194 - Criteria for the Certification and Re-Certification of the Waste Isolation Pilot Plant's Compliance with 40 CFR Part 191 Disposal Regulations
  • 10 CFR 71 - Packaging and Transportation of Radioactive Material
  • Waste Isolation Pilot Plant Hazardous Waste Facility Permit, NM4890139088-TSDF
  • DOE Order 435.1, Radioactive Waste Management

The successful candidate should have familiarity level or preferably have working knowledge of the following Waste Isolation Pilot Plant requirements documents:

  • DOE/CBFO 94-1012, Quality Assurance Program Document
  • DOE/CBFO 01-3107, Performance Demonstration Program Management Plan
  • DOE/CBFO 01-1005, Performance Demonstration Program Plan for Nondestructive Assay of Drummed Wastes for the TRU Waste Characterization Program
  • DOE/CBFO 01-1006, Performance Demonstration Program Plan for Nondestructive Assay of Boxed Wastes for the TRU Waste Characterization Program
  • DOE/WIPP 02-3122, Transuranic Waste Acceptance Criteria for the Waste Isolation Pilot Plant
  • DOE/WIPP 02-3214, Remote Handled TRU Waste Characterization Program Implementation Plan
  • DOE-WIPP 07-3372, Waste Isolation Pilot Plant Documented Safety Analysis

Requirements

  • Bachelor of Science degree in a physical science, engineering, or technical discipline or related field (as approved by the Contracting Officer) AND 10 years of directly relevant laboratory experience in headspace gas analysis, RCRA constituents, and nondestructive radioassay.
  • Desired experience in TRU waste characterization and certification activities is a plus.
  • Previous WIPP Project experience is a plus.
